The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on August 4, 2021.
2. The facility is owned by Haywood County and operated by Consolidated Waste Services.
3. The facility is open to the public Monday through Saturday from 7:00 am to 5:00 pm.
4. Waste is transported by Consolidated Waste Services to the White Oak Municipal Solid Waste Landfill (4407-
MSWLF-1993) in Waynesville, NC.
Records Review
5. Tonnage records were reviewed from the FY2021-2022 Facility Annual Report. The facility received
19,551.57 tons of waste from July 1, 2010 through June 30, 2021.

7. Waste screening reports from August 22, 2020 to August 3, 2021 were available for review. The forms showed
the final disposition of any unacceptable waste that was encountered. The facility conducts two waste
screenings per day; however, it appeared that additional waste screenings need to be conducted to meet the
requirements of 15A NCAC 13B .0405(8)(A). 15A NCAC 13B .0405(8)(A), which became effective January
1, 2021, states, in part: "Site personnel shall screen incoming loads weekly at a rate of no less than five
percent of the average daily waste tonnage reported in the site's annual report for the previous
year ... Waste screening and rejected wastes shall be recorded in writing, and the records shall be kept on
site for no less than five years and shall be made available to the Division during a site inspection or upon
request." Please ensure sufficient waste screenings are being conducted to satisfy the five percent of the
average daily tonnage rate requirement.
8. Refrigerant extraction is performed by Tri State Scrap Metal, Inc. and extraction records for Fiscal year 2020-
2021 were provided by email.
Oberations Insbection of Electronics, Baling, Universal Waste and Blue Bag Area
9. "Blue Bag" recyclables are brought from the county convenience sites and stored inside the baling building.
The material is loaded into transfer trailers or roll off containers and is taken to American Recycling for
processing.
10. The facility collects fiber from county convenience sites. The baled material is sent to different vendors
depending on market conditions.
11. Televisions and electronic waste are collected, sorted, palletized or placed in crates and sent to CompuPoint
USA in Norcross, Georgia for recycling.
12. Florescent tubes, bulbs and lead acid batteries are collected in a locked metal cage inside the baling building.
The bulbs were stored in structurally sound cardboard boxes and plastic buckets to prevent breakage. The
Universal Waste area was well managed at the time of inspection.
13. Used motor oil and filters and used cooking oil are collected inside the baling building. Used motor oil and
filters are sent to Enterprise Oil in Knoxville, TN. Used cooking oil is sent to Blue Ridge Biofuels for
processing.
Operations Inspection of the Scrap Metal, White Goods and Tire Collection Area
14. Two tire trailers are staged to the northwest of the transfer building to receive incoming scrap tires. No tires
were stored outside the trailers.
15. Scrap metal and white goods are collected on a concrete pad and are loaded into roll off containers. White
goods containing refrigerants were separated and were observed to be stored upright. The collected material is

sent to Tri State Scrap Metal, Inc. for recycling and refrigerant removal.
Operations Inspection of the Transfer Station Area
16. Large loads are directed to the tipping floor; citizens and small haulers dump material over a tipping wall
located on the southeast side of the building.
17. The facility loads a transfer trailer with a track hoe on the tipping floor. No unapproved material was observed
on the tipping floor during the inspection.
18. The leachate drain is located in the center of the tipping floor and is connected to the sanitary sewer system. The
leachate collection system appeared to be working properly and the tipping floor was observed to be in good
condition.
19. Bait boxes were placed around the facility to prevent on -site populations of vectors.
20. A small amount of windblown waste was observed on the roadway leading to the citizens dumping area.
Facility staff stated that windblown is collected at the end of each day. Continue to collect windblown at the
end of each operating day.
21. Accumulated waste was observed on the transfer building walls. When questioned, facility staff stated that the
building had not been pressure washed in more than six months. 15A NCAC 13B .0405(a)(11) states that the
tipping floor, push walls, and truck loading bays shall be cleaned with a pressure washer no less than once
per month. The remaining areas of the site building including side walls and any material storage areas
outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water
generated from cleaning waste handling areas shall be contained and treated as leachate. Cleaning and
maintenance records shall be maintained and made available to the Division upon written request. Please
provide digital copies of cleaning and maintenance records for the transfer station showing compliance
with 15A NCAC 13B .0405(a)(11) (effective January 1, 2021) via email to Lee Hill at lee.hill@ncdenr.gov.
