Notified site, no permit required. Reminder; Renewal Notification Forms must be submitted by June 1st. every year. PURPOSE OF SITE VISIT: Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – This facility inspection was conducted to see the progress made on getting this site manageable.
• Past (2020) photo of old windrows of large waste in 2020.
• This (2021) Photo is of the same area as above photo. This is looking better.

02 – There is still more improvement on the small limb area. 03 – The contractor was able to meet on-site to discuss what is needed to be done to the small limb area.
• Photo of small limb area with several Large cut up trees.
04 – Facility will also need to train ALL employees to remove non-conforming waste from the Yard Waste. Site does have a trash can to put these types of non-conforming waste (See below photo) in, to be taken to a proper permitted facility.
05 – Ms. Brown has contacted Ms. Betsy Huddleston (Division of Air Quality – Washington Regional Office) to discuss burning of this older waste to start this site over and manage properly. 06 – Ms. Betsy Huddleston has contacted John College to inform him of this contact and is recommending using an Air
Curtin Burner to clean up this site. 07 – John College has emailed Ms. Brown a copy of the Wood Ash Policy to get a Wood Ash Land Application Management Plan written to dispose of the ash as a soil amendment.

08 – Murfreesboro has a Land Application sprayfield for wastewater next to this Yard Waste Site that they may be able to use for the Wood Ash Land Application. 09 – If this option is looked at, Ms. Brown will need approval from the Permit Holder for the Land Application Sprayfield. 10 – Continue efforts to shape up the small limb area as you pursue other management options.
