The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
On July 29, 2021, Chuck Kirchner conducted a comprehensive inspection for the City of Randleman Yard Waste Facility – YWN located on Applewood Road in Randleman, Randolph County.
1. The yard waste facility notification (YWN) is owned by the City of Randleman. 2. The YWN is located on Applewood Road near the City of Randleman Wastewater Treatment Plant. 3. Three windrows of mulched woody debris were noted on site during this inspection 4. An additional pile of unprocessed woody debris was located along the south side of the site. 5. The area allotted for the YWN is ~ 1.5 acres. It is an open grass area. 6. The site is used by the City of Randleman and is not open to the public. 7. The YWN is used to mulch woody debris. 8. Ensure processed and unprocessed material on site is less than 6000 cubic yards quarterly. 9. Active compost temperature readings are required to be > 131°F (55°C) for three days, aerated accordingly if any leaf or grass material (yard waste) is to be processed at this site.
10. It is suggested that windrow dimensions not exceed a height of 12 feet and a width of 20 feet (minimum dimensions of 6 feet high and 9 feet wide). 11. Ensure minimum 25’ fire lanes are provided around processed and unprocessed stockpiles and around the exterior
of the windrows. Fire equipment should be able to access all sides of any windrow/stockpile. 12. Access roads are of all-weather construction. 13. The 2021 Yard Waste Notification renewal has been received by the Solid Waste Section.
14. The Yard Waste Facility Notification shall be renewed annually, by June 1st.
