with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on July 28, 2021.
2. The facility hours of operation are Monday through Friday 7:30 am to 4:30 pm and Saturday 8:00 am to 2:00
pm.
3. The waste collected at the facility is transported by J&B Disposal, Inc. to the Macon County Landfill (5703-
MSWLF-1992).
Records Review
4. Certified Transfer Station Operations Specialists:
• Tracy Sellino (expires August 14, 2021)
• Dakota Webb (expires September 15, 2022)
• Anthony Holland (expires February 8, 2023)
5. Leachate pumping records were available for review. B&B Concrete Products pumped the leachate tank on
February 19, 2021, April 12, 2021 and July 19, 2021.
6. Tonnage records were reviewed from the FY2020-2021 Facility Annual Report. The facility received
10,724.61 tons of waste from July 1, 2020 to June 30, 2021.
7. Waste screenings from January 12, 2021 to July 28, 2021 were available for review. The forms showed the
final disposition of any unacceptable waste that was encountered; however, it appeared that additional waste
screenings need to be conducted to meet the requirements of 15A NCAC 13B .0405(8)(A). 15A NCAC 13B
.0405(8)(A), which became effective January 1, 2021, states, in part: "Site personnel shall screen
incoming loads weekly at a rate of no less than five percent of the average daily waste tonnage reported in
the site's annual report for the previous year ... Waste screening and rejected wastes shall be recorded in
writing, and the records shall be kept on site for no less than five years and shall be made available to
the Division during a site inspection or upon request." Please ensure sufficient waste screenings
are being conducted to satisfy the five percent of the average daily tonnage rate requirement.
Operations Inspection of the Transfer Station (5704T-TRANSFER-2008)
8. Commercial and residential customers dump their waste directly on the tipping floor Monday through Friday.
The transfer station tipping floor is not open on Saturday and customers dump their waste in a roll off container
located to the north of the scale house.
9. Waste was observed on the loading bay floor and staff stated that the bay is cleaned at the end of each day.
10. Windblown litter was observed around the loading bay exit and on the edge of the road leading to the transfer
station tipping floor. 15A NCAC 13B .0405(10) states: "Windblown waste: Site staff shall conduct
daily inspections for windblown waste on the site property. Windblown litter from site
operations discovered during the daily inspections or observed on adjacent properties shall be
picked up and containerized for disposal by the end of each operating day, unless the landowner
of the adjacent property denies access to site staff. The site shall prevent waste from being blown
outside the waste handling areas by the wind, using methods such as: (A) requiring that vehicles
entering and leaving the site keep waste covered; (B) providing skirts, such as rubber belting or
brushes, around the top of chutes to minimize the space between the chute and the hauling
trailer at sites with chutes and hoppers; or (C) preventing waste from leaving the site using
methods such as fencing, netting, or diking."
11. The leachate drain in the loading bay was clear and appeared to be functioning as designed.
12. The tipping floor was in good condition and the trench drain at the entrance of the tipping floor
appeared to be working properly at the time of inspection.
13. The facility has two concrete pads with leachate collection where loaded trailers are parked awaiting transfer to
the Macon County Landfill. No trailers were parked on the pads at the time of inspection.
Operations Inspection of the Yard Waste Treatment and Processing Area
14. The facility collects land clearing debris and yard waste to the southwest of the transfer building. Per the
Operations Plan: "Yard waste, clean wood waste, and pallets will be ground and used on site as ground cover or

as a soil amendment, or it is taken to the yard waste facility at the Macon County MSW Landfill to be mixed in
with the other grindings to be used as an alternative daily cover."
15. A painted pallet was observed in the unground stockpile and appeared to be from a recently dumped load.
Facility staff also saw the pallet and removed it from the area.
Operations Inspection of the White Goods, Tire, Used Oil, Convenience and Recycling Areas
16. Used motor oil, filters, and cooking oil are collected at the site. Used motor oil and filters are collected by
Enterprise Oil in Knoxville, TN for recycling.
17. White goods are collected on a concrete pad and county staff remove refrigerants on site before the white goods
are taken to Macon County Landfill for recycling.
18. One tire trailer was staged to the north of the scale house to receive scrap tires. Three tires were observed
underneath the trailer. In response to the tires observed outside of the trailer, facility staff stated that people
were breaking in after hours and scavenging for items. Ensure all tires are placed in a trailer, covered or
removed within ten days of receipt, as required by15A NCAC 13B .1107(2)(c).
19. A trailer for collecting cardboard is adjacent to the tire trailer. The cardboard is sent to the Macon County
Recovery center for further processing. A significant amount of cardboard was observed around the ramp and
under the collection trailer. This material shall be picked up as part of the daily windblown waste
collection activities.
20. The facility utilizes a roll off container for waste collection on Saturdays. Waste was observed on the back side
of the roll off containers. This material is considered windblown waste and shall be picked up and
containerized at the end of the day.
