NAME OF FACILITY: City of Greensboro Transfer Facility PERMIT# 41-20T-Transfer DATE AND TIME OF FIRE: March 19, 2021 @ 12:45pm HOW WAS THE FIRE REPORTED AND BY WHOM: The fire was fu-st reported to the Environmental Compliance Manager and Landfill Manager at 1 :OOpm and the environmental compliance manager notified the NCDEQ case manager by phone at 1 :30pm. The phone call was follwed up with an summary e-mail on March 29, 2021. See detailed e-mail attached LIST ACTIONS TAKEN: The staff segregated the material and started to drench the solid waste material with water. This pile of segregated mater was isolated to a small portion of the transfer station floor within the drain capture area so all water was captures by the leachate collection system. City Safety (Bradley Smith), environmental compliance (Richard Lovett) and transfer station manager (David Deel) were contacted and responded. WHAT WAS THE CAUSE OF THE FIRE: Within the pile, city personnel observed two hazardous waste placards in the waste pile. The placards indicated flammable (3065 -Alcoholic beverages) and corrosive (2215 -maleic anhydride). We cannot be sure if the placards are associated with the material . DESCRIBE AREA, TYPE, AND AMOUNT OF WASTE INVOLVED: This pile of segregated material was isolated to a small portion of the transfer station floor within the drain capture area so all water was captures by the leachate collection system. The amount of materaial was approximately 20 CY and was places in a rolloff and covered and was to remain within the drain capture area until all liquid stopped draining at which time it was moves outside the building for safety reasons. WHAT COULD HA VE BEEN DONE TO PREVENT THIS FIRE: Better screening by collection companies during their collection activities. DESCRIBE PLAN OF ACTIONS TO PREVENT FUTURE INCIDENTS: The load was from one of the Citys commercial customers but the exact customer could not be identified. We reached out to several commercial haulers to let them know of the incident. We provided then with a description of the likely material and asked them to be more diligent in the collections activities from locations what have/use verious chemicals. We expressed concern that is this occurs again we will require a more comprehensive screening at the tipping floor which could slow up their hauling operations. NAME:Richard P.
