Buncombe County owns and operates a Subtitle D MSWLF which includes Cell 1 through Cell 6 and a CDLF consisting of Phase 1 through Phase 6. Currently Cell 6 of the MSWLF and Phase 6 of the CDLF are the active waste units. MSWLF Cell 7 has been permitted for construction and MSWLF Cells 8 through 10 are planned (but not permitted) for future expansion (Figure 2). A Water Quality Monitoring Plan (WQMP) was finalized by BLE and submitted to the North Carolina Solid Waste Section (SWS). The WQMP was approved on April 16, 2021 (FID 1576846). The facility requires semi-annual groundwater, surface water, and leachate monitoring and reporting in accordance with the WQMP. Semi-annual sampling is typically conducted each April and October and those events are designated "Spring" and "Fall," respectively. The current SWS approved sampling matrix is shown on Table 1. The existing groundwater monitoring network for the Buncombe County Landfill consists of two (2) upgradient (background) wells (MW-1 and MW-1D) and twenty-five (25) downgradient (compliance) wells (MW-2, MW-2D, MW-3R, MW-4, MW-4D, MW-5, MW-5D, MW-6, MW-7, MW-8, MW-8D, MW-10, MW-IOD, MW-11, MW-11D, MW-12, MW-12D, MW-13, MW-1313, MW-14, MW-1413, MW-15, MW- 15D, MW-17R, and MW-17DR). Wells MW-17 and MW-17D were abandoned September 14, 2020 and replaced by MW-17R and MW-17DR respectively (Table 2). In accordance with Rule .0602 and Rule .0544(c), eight (8) surface water monitoring locations have been established for the facility to monitor surface water quality surrounding the existing waste footprint. The existing surface water locations consist of one (1) upstream (background) point (SW-1) and seven (7) downstream (compliance) points (SW-2 through SW-8). In accordance with Rule .1626(12)(c), eight (8) active leachate sampling locations have been established for the facility. The locations include six (6) existing leak detection sampling locations associated with each MSWLF cell (Cells 1 through 6) designated LD-1 through LD-6, one (1) leachate leak detection sampling location near the leachate pond designated Leachate LD, and the Leachate Pond itself. 2.0 GROUNDWATER ASSESSMENT Groundwater, surface water, and leachate samples were collected for the Fall 2020 and Spring 2021 sampling events by personnel from Pace Analytical Services, LLC. (Pace) of Asheville, North Carolina on October 28- 30, 2020 and April 26-28, 2021, respectively. Groundwater samples were collected from all of the active groundwater monitoring well locations located on the site. The groundwater samples were delivered and analyzed in Pace's Columbia, South Carolina laboratory for the constituents in the approved sampling matrix. The results from both sampling events are part of the semi- annual sampling reports issued under separate cover. A summary of the groundwater analyses for volatile organic compounds (VOCs) for each event are shown on Table 3 and Table 4. The results indicate that groundwater compliance issues related to the detected concentrations of vinyl chloride in MW-15 and MW-15D in October 2020 (Table 3) and 1,2-dichloroethane and vinyl chloride in MW-15D in April 2021 (Table 4) are present at the site. 1 of 3 1s 1m 1i Buncombe County Landfill —Alexander, North Carolina Report of Groundwater Compliance Assessment and Plan July 28, 2021 BLE Project No. J21-9378-23 Buncombe County initiated a voluntary assessment of the compliance issues in July 2021 as a result of the detections. Buncombe County requested that BLE and Pace provide support for the assessment activities. It was observed that the MW-15/MW-15D well pair was installed in very close proximity to the waste limits, not installed at a location typical of a compliance boundary, and therefore does not provide representative samples. We presume that any impacts to groundwater and compliance issues (as a result thereof) are an artifact of the close proximity of the well pair to the waste. Buncombe County located an existing piezometer designated B-620 which is present about 200 feet down slope from the subject well pair (Figure 2). Piezometer B-620 was installed in 2008 as part of a design hydrogeologic investigation for the CDLF waste unit and was documented in a report by CDM. Two tables from the CDM report which include a summary of the well installation and lithologic data are included in Appendix A for reference. The piezometer was installed in bedrock and the wellhead was accessible and in good condition. The county instructed Pace to sample the piezometer for Appendix I VOCs and 1,4-dioxane. Pace completed sampling on July 1, 2021. A copy of the laboratory analytical data is included in Appendix B. The results indicate that there are no VOC impacts at the B-620 location. 3.0 CONCLUSIONS AND RECOMMENDATIONS We have concluded the following: • The MW-15/MW-15D well pair is very close proximity to the waste limits and therefore does not provide representative samples. • There are no VOC impacts at the B-620 location. • The location of B-620 appears to be better suited as a compliance location than that of the MW- 15/MW-15D well pair. • The B-620 well appears to be installed in bedrock in general compliance with monitoring well construction. • The B-620 well head is in good condition and could be converted to a secure monitoring well. • The B-620 well appears to be in an ideal depth to be a suitable replacement for the MW-15/4 5D well pair. • There is no shallow groundwater at the B-620 location and a well pair would not be required at the B-620 location. • The B-620 piezometer could be developed as part of its conversion to a monitoring well. 2 of 3 1s 1m 1i Buncombe County Landfill —Alexander, North Carolina Report of Groundwater Compliance Assessment and Plan We recommend the following: July 28, 2021 BLE Project No. J21-9378-23 • Development of piezometer B-620 in compliance with monitoring well standards. • Conversion of piezometer B-620 to a monitoring well by construction of a wellhead compliant with monitoring well standards (concrete pad, stickup cover, and locking cap, etc.). • Designation of the converted B-620 to groundwater monitoring well MW-18. • Modification of the sampling matrix (Table 5) to change the MW-15/MW-15D well pair to water level only and add MW-18 as a new compliance point for the CDLF. • Preparation and submittal of a report which documents the wellhead conversion including revised well summary table, map, survey data (if needed), and sampling matrix. We request that the SWS provide written review comments on this report and plan consisting of concurrence of the assessment findings and conclusion and recommendations herein, if in agreement. 4.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in hydrogeological and environmental assessments of this type. Our evaluation of site conditions has been based on our understanding of the site and project information and the data provided to BLE. This report has been prepared on behalf of and exclusively for the use of Buncombe County, North Carolina.
