(Golder) sent a Notice of Exceedancel to NCDEQ in response to an exceedance of the methane lower explosive limit (LEL) at compliance monitoring point LFG-2A during the second quarter monitoring event for WI High Point C&D Landfill INC Solid Waste Permit No. 41-16). On behalf of WI High Point Landfill, LLC and in accordance with 15A NCAC 13B .0544(d)(3)(C) S+G submits the following remediation plan in response to the exceedance for your review and approval. Site Information South of LFG-2A is a perimeter berm, which serves as a visual buffer for the site. Standing water is frequently present south of the berm, between the berm and the Reclamation Facility. Historical landfill gas (LFG) data and data from the recent soil vapor survey shows that presence of gas is limited to the area south of LFG-2A, between the berm and reclamation pad. Additional Investigation Following detection of the exceedance, Smith Gardner, Inc. (S+G) performed a limited soil vapor survey around LFG-2A where the exceedances occurred and investigated potential remedies. The location of the soil gas survey investigation and the results are shown on Figure 1. This investigation indicates that landfill gas is detected in limited areas of this portion of the site. On July 23, 2021 an approximate 100-foot-long trench, 8- to 10-foot-deep was excavated at the midpoint of the berm to inspect the berm and underlying soils. The location of the trench is included on Figure 1. DocuSign Envelope ID: 095A807F-F82D-4431-B9F0-44AE5C2DE9F4 Ms. Drummond July 26, 2021 Page 2 Remediation Plan The presence of organic debris and frequent standing water in the area is believed to be a primary source of the gas within LFG-2A. As a result, the proposed remediation plan includes: removal of the organic matter encountered during the trench excavation; installation of a fabric -wrapped 2-foot-deep gravel column and perforated PVC stand -pipe within the trench to vent any gas; and grading of the area between perimeter berm and reclamation pad to promote drainage. As the proposed system is installed and evaluated post -construction, additional remedial actions may be recommended as necessary. Remediation Schedule The anticipated schedule for this remediation plan for the facility is presented below: • Within 30-days of approval of this plan (weather permitting) construction activities will be completed; A report summarizing the field activities for LFG passive vent installation will be submitted to NCDEQ within 60 days of completion of all field work. This report will include construction inspection reports and as -built figures detailing the work; and • Monthly monitoring and reporting of compliance monitoring point LFG-2A to NCDEQ upon completion of each monitoring event until two (2) consecutive monitoring events show methane concentrations below the LEL. Based upon long-term monitoring of the proposed system, additional phases of remedial action may be proposed in the future as necessary. Record Keeping Program The facility shall maintain documents relating to LFG monitoring in an operating record located at the office of the General Manager or his designee. These records will be presented upon request to DWM for inspection.
