The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on July 21, 2021
2. The facility is open Monday through Friday, 7:00 am to 4:30 pm.
3. Waste is transported to the R&B Landfill in Homer, Georgia by Kinsland Trucking, Inc.
Records Review
4. Certified Transfer Station Operations Specialists:
• Jerry Jenkins (expires June 24, 2023)
• Aaron Smith (expires March 12, 2023)
• Stan Smith (expires June 24, 2023)
5. Waste screening forms from January 7, 2021 to July 15, 2021 were available for review. The facility conducts
two waste screenings per week and the forms showed the final disposition of any unacceptable material that was
encountered. Weights were recorded on each form and the facility was screening at least five percent of the
average daily waste tonnage reported from the previous year's facility annual report.
6. Tonnage records for fiscal year 2020-2021 were provided by email. The facility disposed of 9,554.71 tons of
material during that time period.
Operations Inspection of the Transfer Station (8702T-TRANSFER-)
7. The transfer station consists of a covered concrete pad and a metal hopper. Waste is loaded directly into the
hopper that is located over the transfer trailer. A crack was observed in the metal apron that surrounds the
hopper. This crack allows waste to fall through to the loading bay floor. A small amount of waste was observed
on the loading bay floor which appeared to be from the crack in the apron above. Facility staff pointed out the
metal sheeting on site that would be used by county maintenance staff to conduct the repair. Ensure that
maintenance is performed so that the apron will work as designed and prevent waste from dropping
through to the loading bay.
8. Windblown litter was minimal and staff were actively picking up litter at the time of inspection.
9. One trailer was parked in the covered loaded trailer parking area. This trailer was in good condition and
appeared to be leak resistant.
10. The leachate sump pump in the loaded parking area was not working properly. Facility staff were actively
examining the problem and, after concluding that the outlet pipe was clogged, were clearing it during the
inspection. No leachate appeared to have left the containment area.
11. The leachate sump pump in the loading bay appeared to be working properly.
Operations Inspection of the Scrap Tire, White Goods and Electronics Areas
12. Scrap metal and white goods are collected on a concrete pad next to the electronics area. Facility staff remove
refrigerants onsite before the materials are sent for recycling. White goods containing refrigerants were
observed to be stored upright and separate from other scrap metal. The county contracts for refrigerant removal
pending certification of facility staff.
13. One trailer is staged to the southeast of the scale house to receive scrap tires; no scrap tires were stored outside
the trailer.
14. Electronics are collected undercover in an area south of the scale house. Materials are palletized or placed in
Gaylord boxes before being sent for recycling.
Other Comments
15. Construction and demolition waste is collected in three roll off containers located to the east of the scale house.
No unapproved material was observed in the containers.
16. Cardboard is collected and baled adjacent to the electronics area and is sent to different vendors depending on
market conditions.
17. The facility collects large volumes of used motor oil (greater than five gallons) in a tank with secondary
containment next to the tire trailer. Small volumes of motor oil are collected at the convenience site located
adjacent to the transfer facility.
