AREAS OF CONCERN AND COMMENTS:
1. Site inspection was conducted to verify inactive status and to determine if facility met closure
requirements.
2. Based on the online Buncombe County GIS map, and historical knowledge (J. Jackson, 12/6/10) of the fill
area, the land clearing and inert landfill notified site operated by the Laurel Ridge Development Company
in the 1996 time frame was located on parcel 979194355700000/3557 below. The "stump dump" facility
was less than an acre and was completed and capped within the first year of the notification.

3. Based on GIS maps, the fill area appeared to meet the Section buffer requirements (100-feet from property
lines). The waste boundary was well-defined, and appeared to be confined to the central portion of the

the slopes were manageable.

5. According to the property record card, the property changed hands on October 15, 2007 (sold to Black Mountain
NC Investments, LLC). Mr. Jason Hendricks was contacted on February 15, 2011 to discuss closure
requirements.
6. The Section is attempting to finalize closure on landfills which meet permit requirements and have no future
plans to actively accept wastes. As the notification/permit was non-transferrable, upon sale of the parcel no
future solid waste activities could be conducted under the N1050 Land Clearing and Inert Debris Landfill
notification.
Attached to this audit report: a Closure Letter and the "Notice of Closure" which is required to be certified
(notarized) and recorded on the deed with the Register's seal. Please review the Closure Letter for details.
