The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
On July 15, 2021, Chuck Kirchner met with Robbie Stone and Wayne Hunt to conduct a partial inspection of the Kersey
Valley MSW Landfill located off E. Kivett Road in High Point, Guilford County. Facility Information
1. The municipal solid waste (MSW) landfill is located on property owned by the City of High Point. The property also contains a treatment and processing (T&P) operation, a convenience center, and a temporary disaster debris staging site (TDDSS).
2. The landfill is in operation Monday through Friday 7:30 am to 4:30 pm. The convenience center near the entrance is open on Saturday from 7:00 am to 1:00 pm.
3. The facility appeared to be well maintained.
4. Facility personnel were observed maintaining areas along north side of the landfill and around the
convenience center near the entrance to the facility.
5. Kersey Valley Convenience Center near entrance observed to be clean and well maintained.
6. Phase 1, 2 & 3 on west side of Kersey Valley Road is closed and has an intermediate cover.
7. Cap vegetative cover on Phase 1, 2 & 3 was well established with no observed erosion or exposed waste. Continue to mow this area as needed.
8. The facility has installed four candlestick flares atop Area 1. The flares are used for the
combustion of passive landfill gas. The flares automatically ignite when needed. All four candlestick flares were observed during the facility inspection. 9. The facility is currently operating in Phase 5B.
10. Mulch is commonly used to cover the working face Monday through Thursday and soil cover is
used on Friday. Six inches of earthen material shall be applied at a minimum of one time per week or more frequently to control disease vectors, fires, odors, blowing litter, and scavenging.
11. The facility has a leachate pump station that is connected to a pump station located on the south side of the landfill, east of Kersey Valley Road. The municipal sewer system collects leachate from Areas 1 and 2.
12. Mr. Hunt stated that monthly samples are collected of the leachate and sent off for analysis.
13. Leachate is pumped to the east side wastewater treatment plant.
14. The facility has a 340,000-gallon leachate storage tank with secondary containment that is no longer used. The storage tank and it will be kept in good order in case it is needed in the event the pump station fails.
15. The working face was small and compact. 16. All waste shall be covered at the end of each working day. Ensure any exposed waste just outside the working face is returned to the working face or covered with a minimum six inches of soil as discussed in the field. 17. The facility has white edge of waste markers along Areas 1 and 2.
18. During the inspection, no odor off site was detected.
19. Repair any rills on slopes from recent rains and seed and mulch all bare slopes around active part of landfill as discussed in the field.
20. Remove any accumulated sediment and repair and maintain diversion ditches as needed.
21. No off-site erosion was observed during this inspection.
22. Access roads are of all-weather construction.
23. The facility has proper signage.

24. The facility entrance is secured by a locked gate.
