NC•So mb rD, N6Wilmi�mn, NC 1.0 PROJECT INFORMATION Our understanding of the project is based upon our initial meeting with you and Mr. Tim Fierle of Buncombe County Schools. During our initial meeting, we were provided with the following: • An email notification dated December 15, 2010 from Ms. Andrea Keller at the North Carolina Department of Environment and Natural Resources (NCDENR) • A letter dated July 5, 1995 entitled "Land Clearing & Inert Debris Notification" • A Grading, Drainage, & Erosion Control Plan developed by Ledford Engineering revised January 16, 1996 • A Conceptual Planting Plan developed by Land Planning Collaborative dated November 22, 1996 • Numerous other construction drawings for various phases of renovations at Emma Elementary provided to us electronically via CD We understand that a fill area on the subject property received debris related to the demolition of an existing structures during construction of additions and renovations at Emma Elementary School. The precise location and extents of the fill area have been unknown, but project drawings indicate an area located north-northeast of the bus loop that was designated as a "demolition debris landfill area". According to a Grading, Drainage, and Erosion Control Plan (Sheet C-3) dated January 16, 1996, this area is shown having dimensions of 200 feet by 150 feet and was to have a minimum of 3 feet of clean soil cover. The NCDENR Division of Waste Management — Solid Waste Section has requested that the owner verify that the disposal facility is closed and is no longer accepting waste and has no intent to accept waste in the future and that the facility meets the NCDENR requirements. The results of our subsurface sampling (described below) indicated that the buried debris was demolition debris as opposed to land clearing debris. According to Ms. Andrea Keller of the NCDENR Solid Waste Section, the disposal area would therefore be required to verify compliance with the Demolition Landfill regulations outlined in General Statute 130A-301.2 Disposal of demolition debris in an on -site landfill having a disposal area of one acre or less (expired June 30, 2001) as opposed to the Land Clearing and Inert Debris (LCID) Notified site Rules. 2.0 FIELD EXPLORATION General The landfill site is located at the existing Emma Elementary School in Asheville, North Carolina. Photographs of the site are included in the Appendix of this report. ECS performed an initial subsurface investigation on February 25, 2011 consisting of a total of 31 hand auger borings to identify the limits of buried debris at the site and to measure the thickness of the soil cap. The debris encountered within our hand auger borings generally consisted of concrete and asphalt fragments, metal fragments, and stone aggregates which indicated construction demolition debris as opposed to land clearing debris. ECS contacted Ms. Andrea Keller with NCDENR Solid Waste Section and met with her on -site on May 11, 2011 to discuss our findings. Ms. Keller issued a Facility Compliance Audit Report dated May 16, 2011, which indicated that the disposal area is subject to the Demolition Landfill rules (now expired) as opposed to the LCID rules. Report of Engineering Services Emma Elementary Demolition Landfill Closure Asheville, Buncombe County, North Carolina ECS Project No. 31-1742 Page 2 In order to evaluate compliance with the Demolition Landfill rules, this audit report included recommendations for additional subsurface exploration within the locations of the modular classrooms to evaluate whether the buried debris extends under these classroom buildings. Also, the audit report stated that a survey plat showing the limits of the landfill area must be filed with the register of deeds. ECS returned to the site on August 31, 2011 to perform an additional subsurface exploration in order to further delineate the extents of the buried debris. A total of eight additional hand auger borings were performed at the site, as well as a ground penetrating radar (GPR) survey in the vicinity of the modular classroom buildings. Hand Auger Borings A total of thirty-nine (39) hand auger borings (HA-1 through HA-39) were performed within select areas inside and around the perimeter of the designated demolition debris landfill area as indicated on the Grading, Drainage, and Erosion Control Plan provided to us. Thirty-one (31) hand auger borings (HA-1 through HA-31) were performed on February 25, 2011 as part of our initial investigation. Eight (8) additional hand auger borings (HA-32 through HA-39) were performed on August 31, 2011 to evaluate the presence of buried debris within the vicinity of the modular classrooms. The hand auger borings were extended to depths ranging from approximately 1 to 6 feet beneath the existing ground surface. The boring locations were established in the field by ECS personnel by estimating distances and estimating angles from existing site features. The test locations are shown on the Exploration Location Diagram in the Appendix and should be considered approximate. The individual Hand Auger Records are included in the Appendix. The hand auger borings were performed by turning a three-inch diameter hollow bucket auger with sharpened blades into the soil. Samples of the cuttings were collected in approximate 6-inch increments and visually classified. The boreholes were backfilled with the auger cuttings upon completion. Ground Penetrating Radar Ground penetrating radar (GPR) scans were performed within and around the modular classrooms in order to help identify the presence of possible buried demolition debris in these areas, as well as to help identify underground utilities. The surveys were performed utilizing a GSSI SIR 3000 radar system with a 400 MHz antenna. 3.0 EXPLORATION RESULTS Subsurface Conditions The hand auger borings generally confirmed the presence of buried demolition debris across the site. The demolition debris encountered generally consisted of concrete, asphalt, metal fragments, and stone aggregates. The hand auger borings initially encountered a surficial soil cap ranging from approximately 1 foot to 6 feet in thickness. The cap typically consisted of reddish -brown fine sandy clay and sandy silt. Report of Engineering Services Emma Elementary Demolition Landfill Closure Asheville, Buncombe County, North Carolina ECS Project No. 31-1742 Page 3 The following generalized conditions were encountered at each area explored: • Hand auger borings HA-1, HA-2, and HA-3 were performed along the north side of the existing paved bus loop. These areas encountered demolition debris at depths of approximately 1 foot to 2'/2 feet below existing ground. • Hand auger borings HA-37, HA-38, and HA-39 were performed within a grassy area on the south side of the bus loop. These hand auger borings did not encounter demolition debris within the exploration depths of approximately 3 feet below the existing ground surface. • Hand auger borings HA-4 through HA-7, HA-12, HA-13, and HA-26 were performed along the east side of the existing paved parking and drive areas and east of the modular classroom buildings. These hand auger borings encountered demolition debris at depths of approximately 1'/2 feet to 2'/2 feet below existing ground surface, with the exception of hand auger boring HA-13 which did not encounter demolition debris. • Hand auger borings HA-32 through HA-36 were performed between and around the modular classroom buildings. These hand auger borings did not encounter demolition debris within the exploration depths of approximately 3 feet below the existing ground surface. • Hand auger borings HA-14 through HA-17 were performed near the 50-foot buffer line from the eastern property boundary. The hand auger borings encountered demolition debris at depths of approximately 1 foot to 3'/2 feet below the existing ground surface. • Hand auger borings HA-28 and HA-29 were performed inside the 50-foot buffer line from the eastern property boundary. The hand auger borings did not encounter demolition debris within the exploration depths of approximately 4 feet below the existing ground surface. • Hand auger borings HA-8 and HA-18 were performed within the interior portion of the site. The hand auger borings encountered demolition debris at depths of approximately 1'/2 to 2'% feet below the existing ground surface. • Hand auger borings HA-9, HA-19 through HA-21, and HA-25 were performed along the crest of the fill slope toward the northeastern portion of the landfill area. The hand auger borings encountered demolition debris at depths of approximately 2 to 3 feet below the existing ground surface. • Hand auger borings HA-10, HA-11, HA-27, HA-30 and HA-31 were performed along the middle of the fill slope in the northeastern portion of the landfill area. The hand augers did not encounter demolition debris to depths of up to approximately 6 feet below the existing ground surface, with the exception of HA-11 which encountered demolition debris at a depth of approximately 1'/2 feet below the existing surface. • Hand auger borings HA-22 through HA-24 were performed along the toe of the fill slope in the northeastern portion of the landfill area. As a note, hand auger boring HA-6 was terminated shallow due to its proximity to the existing sewer line. The field crew was made aware of the sewer by the School's maintenance personnel at the time of our exploration. The above paragraphs provide a general summary of the subsurface conditions encountered at the site at the time of our exploration. The Hand Auger Record included in the Appendix contains more detailed information regarding the subsurface conditions encountered at each hand auger boring location. The Hand Auger Record represents our visual description of the samples retrieved during the field exploration. Any stratification depths on the Hand Auger Record designate approximate boundaries between various subsurface strata. The actual in -situ transitions are expected to be more gradual. 4.0 CONCLUSIONS Based on our review of the information provided by the NCDENR Solid Waste Section and the subsurface data collected at the time of our explorations, we offer the following conclusions: • Our hand auger borings along the eastern portion of the site indicate that the buried demolition debris is at least 50 feet away from the eastern property boundary. The location of the property boundary was estimated from the shoulder of North Louisiana Avenue based on available parcel data from the Buncombe County GIS web site. • Within the demolition debris area, the soil cover ranges from approximately 1 foot to 3Yz feet thick. Of the 20 hand auger locations that encountered debris, two locations had soil cover of 1 foot thick, four locations had soil cover of 1'h feet thick, and the remaining 14 had soil cover of 2 feet thick or greater. The average soil cover thickness from our auger locations was 2.2 feet. • Based on visual observations of the fill slope at the northeastern portion of the debris area, the slope appears to be stable. Signs of slope instability such as tension cracks, sloughing, or previous slope failures were not observed at the time of our exploration. The slope is vegetated with grass, kudzu, underbrush, and small trees. Site photographs are provided in the Appendix. • The two modular classroom buildings appear to be located outside the limits of the demolition debris. Debris was not encountered in our hand auger borings in this area, nor indicated on the GPR scans of the area. The Demolition Landfill area appears to have been adequately sited on the property per the requirements of General Statute 130A-301.2. A survey plat of the property has been developed which shows the limits of the Demolition Landfill, and the plat has been filed with the Buncombe County Register of Deeds office. The plat has been recorded in Plat Book 132 at Page 63. A copy of the recorded plat is attached to this report for your records.
