15A NCAC 13B.1626(2)(a): Resolved. On January 22, 2021, Chris Stahl, Director of Solid Waste Management, sent a
response by email to the January 6, 2021 Inspection Report with pictures showing all waste was covered with soil as
required.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on July 7, 2021.
2. The facility is currently operating in Phase 3, Cell 1.
3. The facility is open to the public Monday through Friday, 7:30 am to 4:30 pm, and Saturday, 8:00 am to 2:00
pm.
Records Review

6. Waste screenings from January 1, 2021 to June 25, 2021 were available for review. The forms showed the final
disposition of any prohibited items that were encountered.
7. Methane monitoring for the first two quarters of 2021 was conducted on March 24, 2021 and June 25 & 28,
2021. No landfill gas exceedances were noted at the property boundary.
8. Refrigerant extraction is performed by facility staff and extraction records were provided for review.
Operations Inspection of the MSW Landfill Unit (5703-MSWLF-1992)
9. The facility is currently filling in Phase 3, Cell 1 and were in the process of adding a "fluff' layer at the time of
the inspection.
10. Windblown litter was minimal and was actively being picked up at the time of inspection.
11. The working face was small, compact and no unacceptable waste was observed in the active area. Tires that
had been encountered were set to the side of the working face.
12. The exposed waste that was observed on the interior slopes and top of the cell during the January 6, 2021 had
been covered. Some material was observed on the top of the cell but appeared to be from current day's
operations.
13. The access roads were of all-weather construction and were being maintained in good condition at the time of
inspection.
Operations Inspections of the Waste Treatment and Processing Facility and White Goods Area
14. All non-commercial loads (excluding construction and demolition debris) are directed to the recovery center.
15. The incoming waste is dumped on the tipping floor, loaded into roll off containers that are transported to the
working face. No unapproved material was observed on the tipping floor at the time of inspection.
16. Scrap metal, cardboard, electronics, fluorescent tubes and thermostats are accepted in the Waste Treatment and
Processing Facility. The fluorescent tubes and bulbs were observed to be stored in containers that were
structurally sound and adequate to prevent breakage.
17. Facility staff conduct the refrigerant recovery, mark empty units with an X and then place them into the scrap
metal pile.
18. White goods containing refrigerants were stored upright to help prevent the accidental release of refrigerants.

Operations Inspection of the Yard Waste Treatment and Processing Area
19. The facility accepts untreated, unpainted pallets, wood, leaves and land clearing debris at a site northeast of the
Recovery Center.
20. The material is ground and mixed with soil for use as an approved alternative daily cover for the landfill. No
ground material is distributed to the public.
21. Painted lumber and a plastic bucket were observed in what appeared to be a recently dumped load. Facility
staff removed the bucket and stated that additional staff would be sent down to the area to remove the painted
lumber. The facility has a roll off container in the area to dispose of any unapproved material that may be
comingled in incoming loads. Continue to remove unapproved material from incoming loads.
