The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
A copy of the new LCID rules, which became effective on January 1, 2021, are provided with this report. Please
read through the rules and contact me if you have any questions. Based on rule 15A NCAC 13B .0563 (6), within
5 years of the effective date, notified LCID landfills will need to be properly closed or obtain a permit from the
Division of Waste Management.
1. A sign is posted on the gate stating that the property is State owned and to dial 911 in case of emergency.
2. The access road is of all-weather construction and appears to be properly maintained.
3. A large mound of soil comingled with waste, which may be from ditch cleaning, was located near the center of
the Site. Unacceptable waste was observed throughout the facility. The unacceptable waste needs to be
removed from the soil mound and properly disposed of at a licensed facility.
4. Soil, which may be from ditch cleaning, has been spread out over the Site and pushed up to make a berm around
the site. The
5. There were no edge of waste markers observed at the facility. Edge of waste markers need to be installed and
should be visible one to the next to ensure that the waste area is under 2 acres. The landfill edge of waste
boundary must be located 100 feet from property lines, residential dwellings, commercial or public
buildings and potable wells and 50 feet from the edge of waste boundary to waters of the state.
6. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be
completed within 30 days' receipt of this report. The Solid Waste Section will conduct a follow-up inspection
in 30 days to ensure issues noted in this inspection report have been addressed.
