STATUS OF PERMIT:
The permit was issued September 30, 2015.
Permit Expired on September 30, 2020. The Permit renewal paperwork was submitted to Permitting on December 14,
2020.
PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:
A. 15A NCAC 13B .0566 (3) states, "All waste shall be covered with no less than six inches of soil monthly, or
when the working face reaches one acre in size, whichever occurs first."
RESOLVED: At the time of this inspection, the previously identified working face and uncovered vegetative waste
were identified to have been covered with soil. Exposed asphalt waste was identified along the southern and western
waste boundaries. Uncovered land clearing waste was identified in the northeastern corner of the site. The exposed
waste was less than one acre in size. Ensure that all waste is covered with no less than six inches of oil monthly or
when the active area reaches one acre in size.
B. 15A NCAC 13B .0566 (8), "Surface water shall be diverted from the working face and shall not be impounded
over waste."
And 15A NCAC 13B .0566 (9) states, "Solid waste shall not be disposed of in water."

UNRESOLVED: During the inspection, surface water was observed ponding against the southern edge of the
LCID. The area needs to be properly graded to promote drainage away from the LCID. Any waste identified in
the ponding water needs to be moved away from the water and properly covered.
C. 15A NCAC 13B .0566 (2), "Solid waste in the landfill shall be compacted. Slopes shall not exceed a ratio of
three horizontal to one vertical at any time."
UNRESOLVED: Some of the slopes, especially the slope leading to the front entrance, where the water was
ponding, were steeper than 3:1. This issue was also noted in the October 22, 2020, January 29, 2019, September
5, 2018, and February 13, 2018, inspection reports.
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1) Roanoke Valley LCID Landfill is owned and operated by Rightmyer Machine Rentals, Inc.
2) This facility is permitted to receive land clearing waste; yard trash; untreated and unpainted wood; uncontaminated soil;
inert debris such as unpainted rock, brick, concrete, and concrete block; and asphalt in accordance with NCGS 130-
294(m).
3) The facility has set a maximum disposal rate of 70,000 cubic yards per year (average of 275 cubic yards per day based
on 253 operating days per year).
4) This facility is permitted to receive waste generated Halifax, Bertie, Hertford, Northampton, Warren, Vance, Granville,
Franklin, Nash, Wilson, Edgecombe, Pitt, Martin, Chowan, and Gates Counties in North Carolina and Suffolk,
Southampton, Greensville, Brunswick, Mecklenburg, Lunenburg, Nottoway, Amelia, Chesterfield, Dinwiddie, Prince
George, Sussex, Surry, and Ile of Wright Counties in Virginia.
5) The facility is not open to the public.
6) The access road is of all-weather construction and appears to be properly maintained.
7) White edge of waste markers were observed on the top of the landfill. During this inspection, waste appeared outside
of the edge of waste markers along the northern edge of the landfill. The landfill edge of waste must be located 100
feet from the property line around the entire perimeter of the landfill. Ensure that all waste is within the edge of
waste limits of the landfill and out of the buffer.
8) Areas that will not have additional wastes placed on them for three months or more, but where final termination
of disposal operations has not occurred, shall be covered with no less than one foot of soil cover sloped to direct
the flow of surface water from the landfill, and stabilized with vegetative ground cover or other stabilizing
material.
9) Several pieces of plastic and metal were observed within the waste stream. The non -conforming wastes need to be
removed from the waste stream and disposed of at a permitted facility that can accept such wastes.
10) Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be
completed within 30 days' receipt of this report. The Solid Waste Section will conduct a follow-up inspection
in 30 days to ensure issued noted in this inspection report have been addressed.
