PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Andrew Hammonds and David Powell with the Section inspecting Hoke County landfills. Met with April King, representing Hoke County as Landfill Supervisor, Dan Koliba has retired and Don Russell has also left before this inspection was sent. Ms. King walked with Section staff during inspection. 2. There was no windblown litter visible from the road coming into facility or trailer storage area. Station staff were walking around cleaning windblown upon arrival. Good job. 3. There was a small area along loading bay that allowed for the ponding of leachate, and once it reached a certain level, it would runoff down gradient into grass. This was evident by wet staining of soil onsite. Trailer was leaking slightly. Please address. All leachate should be collected in the leachate management system. Stained soil should be excavated and disposed of properly. Leachate leaking and ponding along edge and wicking off pavement. Records were reviewed onsite and later sent via email consisted of the following: Permit, operations plan. waste screening records, scrap tire forms, recycling and electronic removal, emergency action plan, tipping floor and YW monthly tonnages for 2020 to 2021. 5. Certified Operators were April King, expires April 17, 2022; Merrill Locklear expires April 17, 2022; Brandon McKethan expires March 9, 2024; FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 7 6. Tippling floor seemed in fair condition. Push walls mostly plywood in between I-beam frame, with concrete lip on each side. There is no barricade, lip safety chain, signage for operators or public for safety at the edge of the tipping floor. This is a serious safety issue for anyone working or dumping on the tipping floor. 7. Leachate collection system was not clogged but could use some cleaning. Good job. Safety Clean removes leachate. It is removed about once a week, depending on the weather. 8. Recyclables are collected onsite. They were in a roll off with a wind cover but not covered well enough to prevent storm water. These should have a cover to prevent the creation of leachate. This will also keep a lighter load for hauling, and prevent it from leaking during transport. Transfer Station Permit Attachment 3, Part VII: Miscellaneous Solid Waste Management Units - Surface water shall be diverted from all operational and storage areas to prevent standing water in operational areas and under or around storage piles. Water that comes in contact with solid waste shall be contained on-site or properly treated prior to discharge. Batteries were stockpiled half under shelter and half outside of shelter and near the edge of the concrete pad. These should be palletized as they come in, stored well under the shed, away from possibility of storm water washing anything that leaks off the concrete. Any leaking batteries should be placed into a leak proof container. Batteries are removed to L and S Junkyard in Hoke County. Electronics were mostly being palletized under shed, but should be under shelter better. Careful in the storage of the electronics to not allow small amounts of the contents to be spread out on the concrete pad, that can then mix with storm water and cause leachate to leak off pad. Metech takes electronics about twice a year. White goods were stored outside of shelter, waiting for Rapid Recovery to remove them. Be sure and keep them upright so CFC’s will not leak out. Two trailers were onsite for tires, with one full and other being filled. 11. Station uses about 5 trailers a day although Mondays can be as much as 11 trailers and has 2 drivers. Trailers in parking area had slight leaks. Leachate collection troughs should be placed along the rear to catch leaks if they occur. Discussions onsite were also to build up the area where rear of trailer parks to increase the elevation so that any leachate in the trailer would be heled more towards the front of the trailer not the rear. This can be done in conjunction with the concrete pad already existing for the front trailer braces/feet to still sit on. Also, keep inspecting trailers for holes. 12. Suggest whomever is involved with the operations or management of the Transfer Station, LCID, Closed MSW, become familiar with the approved Operations Plan, Permit, Rules associated with that landfill and review recent past inspections. 13. Corrective measures are necessary as a result of this inspection. A follow up inspection will be conducted about 30 days after sent date of this inspection. She indicated the batteries had been removed and the company had left containers for batteries with leaks and they were looking into building up trailer storage area. Please work on all issues mentioned in the other inspections as well for re-inspection during follow up.
