1.0 OVERVIEW
Smith Gardner, Inc. (S+G) was retained by GFL Environmental, Inc. (GFL) to prepare an
assessment report for the Warren County Transfer Station (NCDEQ Solid Waste Permit No. 93-
02T-Transfer-1995) in accordance with recently adopted Solid Waste Rules'.
This report was prepared in response to Rule 15A NCAC 13B .0401(b), which requires a
licensed professional engineer or geologist to perform an assessment of the condition of
buildings (if any), access roads, parking and leachate collection systems of the current
operations compared to the Rule. S+G's review was limited to the facility's conformance with
the documents identified in Section 1.2 and did not include a review of Operating Records and
Recordkeeping requirements.
This report addresses each rule through photo documentation noting if action is necessary Ae.,
no action, monitor, or action required], photo location, and observations made. Unless
otherwise noted, items identified for monitor or action required do not impose an immediate
threat to the safety or integrity of the facility or the controls in place. Rather, they point out
deficiencies, where, if no action is taken, additional damage may have a significant impact on
facility operations and the surrounding environment. S+G "s recommendations included at the
end of the report are based on the photo documentation and observations provided.

1.3 Inspection Activities
S+G conducted on -site inspection activities on April 13, 2021. Inspection activities
included visual inspection of the transfer station building, parking areas, access roads,
and observable leachate management infrastructure. GFL personnel (Randy Deming)
accompanied S+G staff during the inspection. Photos from the inspection are presented
below with comments of observations and conditions. Figure 1 provides the location of
each photo.
PARKING, ACCESS, AND SECURITY
Observations made during the on -site inspection related to parking, access, and security are
described below and correlated to a representative photo. Photograph locations were
georeferenced using ArcGIS and are included on Figure 1.
2.1 Parking Areas
The transfer trailer staging area is a gravel lot northeast of the transfer station. Fully
loaded trailers are staged to prevent leaks from the rear of the trailers.

2.2 Roads
15A NCAC UB.0405100 The access roads shall be of all-weather construction and
maintained to be accessible by loaded collection vehicles and by the Division.
Site access is provided off Baltimore Road via an asphalt paved entrance. Vehicles
entering the site are directed along a gravel drive to the scales and scale house and then
to the transfer station, northeast of the scale house.

The Site is secured by a lockable security gate at the site entrance and a combination of
chain link fence and natural barriers that consist of well vegetated buffers.

15A NCAC 13B .040510W Signs shall be posted at the site entrances unless otherwise
stated in the site permit. The signs shall be constructed of a durable, weather -resistant
material. The signs shall be clear and legible to the public. The signs shall state the
name of the operator of the site, emergency contact information, the operation hours of
the site, the permit number of the current permit authorizing operations at the site, the
types of waste that can be accepted under the permit, and that hazardous waste and
liquid waste cannot be accepted at the site. -
A series of prominent signs displaying facility information as required by NCDEQ are
affixed to the site entrance and scale house. These signs include facility information,
operating hours, emergency contact and prohibited waste. Additional signage is
displayed along the site access roads and at the scale house and transfer station to
inform site users of site information and rules.

4.0 BUILDINGS
Observations made during the on -site inspection related to buildings are described below and
correlated to a representative photo. Photograph locations were georeferenced using ArcGIS
and are included on Figure 1.
15A NCAC 13B.0403 fblf IJ and 0 Sites shall be designed and constructed so that all solid waste
receiving, handling, transfer, and storage occurs on an impervious surface, such as concrete or
asphalt, unless otherwise stated in the site permit. Tipping floors shall be located within an
enclosed building or covered area to prevent precipitation from coming into contact with waste,
and all waste shall be managed on the tipping floors unless otherwise stated in the site permit.
For the purpose of the rules of this Section, "tipping floor" means the area where waste is
offloaded from residential or commercial vehicles, and staged and consolidated for transport to
its intended disposal location.
The Warren County transfer station is a bi-level open air tipping floor. The facility's upper level
includes an approximate 600 square foot access apron. Waste received is directly tipped into a
hopper that directs waste to a compactor for loading transfer trailers. The lower level provides
back in access for transfer trailer loading.

5.0 PLANNED PROJECTS
Following the site inspection S+G met with facility personnel to discuss any findings. At this
time, any projects that were already planned to address any issues were identified. The
following is a list of planned projects for 2021.
1. Repair concrete bumper at loading dock, add steel plate for additional protection,
scheduled for 2021. (Photo ID 21)
6.0 RECOMMENDATIONS
Overall, the Warren County Transfer Station was in good condition. One deficiency identified has
already been scheduled for repair as noted in Section 5.0. Below is a list of additional items
identified during the site inspection.
• Replace sign at entrance to include the types of waste that can be accepted under the
permit. Include operator onsite.
• Monitor leachate collection drain below compactor on loading dock. Drain should be
free of debris and clogging to promote positive drainage.
• Add "Confined Space" signage to oil water separator manhole vicinity.
• Monitor sewer lift station. Consider adding "Test" button and testing on a regular basis.
• Monitor cracks and spalling on tipping floor. Floor may need to be addressed if damage
persists (2-5 years).
• Repair concrete bumper at loading dock, add steel plate for additional protection,
scheduled for 2021.
7.o ENGINEER'S CERTIFICATION
Based on the observations as documented herein, and in accordance with the requirements of
15A NCAC 13B .0401(b), it is our professional opinion that the transfer station as observed
meets the requirements of the Rule with the exception of the items included in Section 6.0.

PART I: GENERAL PERMIT CONDITIONS
This permit is issued by the North Carolina Department of Environmental Quality,
Division of Waste Management, Solid Waste Section (Section). In accordance with
North Carolina General Statute 130A-294(a2), Permits for sanitary landfills and transfer
stations shall be issued for the life -of -site of the facility unless revoked as otherwise
provided or upon the expiration of any local government franchise. In accordance with
North Carolina Solid Waste Management Rule 15A NCAC 1313.0201(d), a solid waste
management facility permit shall have two parts: a Permit Approval to Construct and a
Permit Approval to Operate. The Permit to Construct must be implemented in
accordance with Attachment 2 of this permit. The Permit to Operate must be
implemented in accordance with Attachment 3 of this permit.
a. Pursuant to Session Law 2017-211, this Permit is for the life -of -site of the facility
which is defined as the period from the initial receipt of solid waste at the facility
until the facility reaches its final permitted elevations, which period shall not
exceed 60 years. Permit number 9302T-TRANSFER-1995 was approved to begin
waste receipt operations on July 25, 1995, therefore the Permit shall expire on
July 25, 2055.
2. The persons to whom this permit is issued ("permittee") are the owners and operators of
the solid waste management facility.
3. The Permit for this facility, dated March 14, 2008, was recorded by the Warren County
Register of Deeds on March 18, 2008, in Deed Book 866 on Pages 0886 through 0895
(Document ID No. 4757).
4. When this property is sold, leased, conveyed, or transferred in any manner, the deed or
other instrument of transfer shall contain in the description section in no smaller type than
that used in the body of the deed or instrument, a statement that the property has been
used as a sanitary landfill and a reference by book and page to the recordation of the
permit.
5. By initiating construction or receiving waste at this facility the permittee shall be
considered to have accepted the terms and conditions of this permit.
6. Construction and operation of this solid waste management facility must be in accordance
with the Solid Waste Management Rules, 15A NCAC 13B, Article 9 of the Chapter 130A
of the North Carolina General Statutes (NCGS 130A-290, et seq.), the conditions
contained in this permit; and the approved plan. Should the approved plan and the rules

conflict, the Solid Waste Management Rules shall take precedence unless specifically
addressed by permit condition. Failure to comply may result in compliance action or
permit revocation.
7. This permit is issued based on the documents submitted in support of the application for
permitting the facility including those identified in Attachment 1, "List of Documents for
Approved Plan," and which constitute the approved plan for the facility. Where
discrepancies exist, the most recent submittals and the Conditions of Permit shall govern.
8. This permit may be transferred only with the approval of the Section, through the
issuance of a new or substantially amended permit in accordance with applicable statutes
and rules. In accordance with NCGS 130A-295.2(g) the permittee must notify the Section
thirty (30) days prior to any significant change in the identity or business structure of
either the owner or the operator, including but not limited to a proposed transfer of
ownership of the facility or a change in the parent company of the owner or operator of
the facility.
9. The permittee is responsible for obtaining all permits and approvals necessary for the
development of this project including approval from appropriate agencies for a General or
Individual NPDES Stormwater Discharge Permit. Issuance of this permit does not
remove the permittee's responsibilities for compliance with any other local, state or
federal rule, regulation or statute.

CONDITIONS OF PERMIT APPROVAL TO OPERATE
PART I: GENERAL FACILITY
1. Signs must be posted at the facility with the facility name, permit number, and emergency
contact information.
2. All sedimentation and erosion control activities must be conducted in accordance with the
Sedimentation Control Act N.C.G.S. 113A-50, et seq., and rules promulgated under 15A
NCAC 4.
3. The permittee must not knowingly dispose of, or accept for transfer for subsequent
disposal, municipal solid waste that is generated within the boundaries of a unit of local
government that by ordinance:
a. Prohibits generators or collectors of municipal solid waste from disposing of that
type or form of municipal solid waste.
b. Requires generators or collectors of municipal solid waste to recycle that type or
form of municipal solid waste.
4. Open burning of solid waste is prohibited. Fires must be reported to the Regional Waste
Management Specialist within 24 hours of the occurrence with a written notification to be
submitted within 15 calendar days of the occurrence. The report must include the cause,
the location(s) on the premises, the dimensions and volume of material involved, a
description of emergency response activities with results, and a description of mitigation
measures implemented to reduce or eliminate conditions leading to the fire.
5. Copies of this permit, the approved plans and all records required to be maintained by the
permittee must be maintained at the facility, unless otherwise approved by the Section,
and made available to the Section upon request during normal business hours.

6. This Permit approval is for the continued operation of the Warren County Transfer
Station, as well as any onsite environmental management and protection facilities as
described in the approved plans.
7. The facility is permitted to receive solid waste as defined in NCGS 130A -290 (35).
8. The following, at a minimum, must not be accepted for disposal at the facility; hazardous
waste, liquid wastes, regulated medical waste, sharps not properly packaged, regulated -
asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR
761, and wastes banned from disposal in North Carolina by G.S. 130A-309.10(f).
9. This facility is permitted to receive municipal solid waste generated within areas
consistent with the service area of the receiving landfill. Waste must be transported for
disposal to an appropriately permitted sanitary landfill.
10. A responsible individual trained and certified in facility operations must be on -site during
all operating hours of the facility, in accordance with G.S. 130A-309.25. An attendant
must be present to oversee the loading and unloading of waste.
11. The permittee must develop, and use, a training and screening program at the facility for
detecting and preventing unauthorized wastes from being accepted at the facility. At a
minimum, the program must include:
a. Random inspections of incoming loads or other comparable procedures.
b. Records of all inspections.
C. Training of personnel to recognize hazardous, liquid and other excluded waste
types.
d. Development of a contingency plan to properly manage any identified hazardous,
liquid, or other excluded or unauthorized wastes. The plan must address the
identification, removal, storage, and final disposition of these wastes.
12. The facility must not cause nuisance conditions.
a. The tipping floor and transfer trailer loading area must be maintained in a clean,
sanitary condition and must be cleaned at least daily in accordance with the approved
plans.
b. Waste must only be deposited on a "tipping floor" or directly into a transfer
container. Waste must not be stored on the "tipping floor" after operating hours.
Waste may be stored on -site, in transfer trailers constructed, operated, and
maintained to be leak resistant, with watertight covers, a maximum of 24 hours
except that a minimal amount of waste may be stored for a maximum of 72 hours
when the facility is closed during a weekend or holiday. Storage of the waste must
not cause any nuisance, such as odor or attraction of vectors.

d. Effective vector control measures must be applied at all times to control any
potential vectors including flies, rodents, insects, and other vermin.
e. Control measures must be utilized to minimize and eliminate visible dust
emissions and blowing litter.
i) Fugitive dust emissions are prohibited.
ii) Windblown materials must be collected by the end of the day and no
windblown material may be allowed to leave the facility boundary.
All water that contacts solid waste, including vehicle wash -down water, is leachate and
must be captured and properly treated before release to the environment.
a. The leachate control system, such as floor drains, leachate collection devices,
sanitary sewer connections and leachate storage tanks, must be operational during
facility operations.
b. The tipping floor must drain away from the building entrance and into the leachate
collection system.
The permittee must maintain a record of the amount of solid waste received at the facility,
including daily records of waste received and origins of the loads. Scales must be used to
weigh the amount of waste received. The daily records are to be summarized into a
monthly report for use in the required annual reports.
On or before August 1 annually, the Permittee must submit an annual facility report to the
Solid Waste Section, on forms prescribed by the Section.
a. The reporting period shall be for the previous year beginning July 1 and ending
June 30.
b. The annual facility report must list the amount of waste received in tons and be
compiled:
i) On a monthly basis.
ii) By county, city or transfer station of origin.
iii) By specific waste type.
iv) By receiving disposal facility.
v) By diversion to alternative management facilities.
C. The completed report must be forwarded to the Regional Environmental Specialist
for the facility by the date due on the prescribed annual facility report form.
d. A copy of the completed report must be forwarded to each county manager for
each county from which waste was received the facility. Documentation that a
copy of the report has been forwarded to the county managers must be sent to the

I. INTRODUCTION
Purpose
The purposes of this plan are: (1) to describe basic operations and provide general instructions to the
operators of the Warren County Transfer Station and (2) to seek renewal of operations permits in
accordance with NC Solid Waste Management Rules (State Rules) Section .0400 - TRANSFER
FACILITIES. This plan will address Section .0402 - OPERATIONAL REQUIREMENTS of the State
Rules.
Background Information
Warren County constructed a temporary Solid Waste Transfer Station in March of 1994 and began
operation of the facility in April 1994 to allow for cessation of landfill operations on the same property.
Closure of the landfill was dictated by the Resource and Conservation Recovery Act (RCRA) Subtitle D
Regulations. The transfer station became an integral part of the Warren County overall solid waste
management strategy with the closing of the landfill. The Municipal Solid Waste Landfill Unit was
closed prior to April 9, 1994, and the County arranged to have its solid waste transferred. The transfer
station is located adjacent to the county's closed solid waste management facility on SR 1600 south of
Warrenton at 559 Baltimore Road, Warrenton, North Carolina.
Operational Arrangements
The facility is owned by Warren County and (through an agreement) is operated by Waste Industries,
Inc. Warren County ceased land -filling of municipal solid waste and now transfers all solid waste to
the Brunswick Landfill in Brunswick County, Virginia and Upper Piedmont Regional Landfill located
in North Carolina. The County's contract with Waste Industries is for operations for three (3) years and
can be extended for additional one-year periods.
Wastewater
One of the requirements to operate the permanent facility is that the waste water generated at the
facility be properly disposed of. Further, wash -down water is necessary to keep the facility in a
sanitary condition. Sources of wastewater are (1) tipping floor and area wash -down, (2) drippings and
squeezings from the trash compaction equipment and haul trailers, and (3) rain water that falls on the
open area. By design, the area tributary to the wastewater facilities is minimized.
Service Area and Destination of Waste
The transfer station will serve all of Warren County and will not receive waste originating outside of
the County except as may be permitted. The waste is transferred to the Brunswick County municipal
solid waste lined landfill in Brunswick County, Virginia or Upper Piedmont Regional Landfill located
in North Carolina for final disposal.
Environmental Assessment
An Environmental Assessment was submitted to the DSWM on October 21,1994. It was recommended
that a Finding of No Significant Impact (FONSI) be determined.

II. COMPLIANCE WITH RULES
Operations Plan and Procedures for Loading and Unloading Trailers
The Transfer Station consists of a standby tipping floor and an adjacent tipping area where collection
trucks discharge the waste into a chute to a compactor. Town, County, waste haulers, collection
vehicles and private vehicles discharge solid waste into the chute. In the event of failure or
maintenance of the compactor, the waste is placed on the standby tipping floor. The transfer trailer is
located adjacent and below the tipping floor and loaded by a backhoe or other available equipment
directly into the trailer. The total tractor -trailer weight is recorded at the existing full length scales
before leaving the facility. The Operator utilizes hydraulic pump blade trailers to haul the average of
40 tons of waste per day it currently receives.
The Transfer Station continues to operate in accordance with the approved Operations Plan and all
Conditions of Permit specified in the NCDENR Solid Waste Section Transfer Facility Permit. No
specific groundwater monitoring is required under section .0400 - Transfer Facilities of the NC Solid
Waste Management Rules. Records are kept of weights discharged at the Transfer Station.
Incoming waste is not stored on tipping floors. If needed, an open top container or haul trailer can be
dropped behind the shop in a designated area and removed within 24 hours. Under no circumstances
is waste stored or left on tipping floors overnight.
During operation, dumped waste is deposited into the chute to the compactor which is hydraulically
forced into a waiting haul truck. The facility is swept and washed down at the end of the operation
each day. Grates and traps at drains are cleaned of solids before being washed down and the waste
collected is disposed of properly. The wastewater pretreatment works onsite is inspected on a regular
basis. The following items are checked and cleaned as needed:
• Inspect Grit Collector: remove accumulated grit and dispose of properly
in container for combining with waste to be hauled to the landfill.
• Inspect Oil/ Water Separator: remove accumulated oil when Ievel is deep
enough to enable removal and dispose of properly.
• Inspect Pump Station operation.
Receivable Waste
The Transfer Station receives (municipal solid waste and commercial waste) an average 35 - 40 tons a
day. The station does not accept hazardous or liquid waste, asbestos, or other waste not accepted at the
final disposal facility unless a separate waste determination is made and applied for. The Transfer
Station receives only the waste it is permitted to receive. For "special wastes" considered for
acceptance and not specifically identified in the approved Operations Plan, permission for acceptance
will be sought from NCDENR Solid Waste Section. An amendment to the Permit or a waste
determination will be sought should conditions warrant.
We do not accept barrels and drums unless they are empty and sufficiently perforated to ensure that no
liquid or hazardous waste is contained therein. All loads are screened visually and at least one percent
(1 %) are screened and documented for unapproved waste.

Traffic Flow and Security
Posted signage directs the traffic to the scale house when they enter the facility. From there, they are
directed to the tipping floor and then back to the scales. The site is fenced in and the gate is locked at
the end of each work day. Signage is located at the entrance and includes the hours, days of operation,
permit number, business telephone and emergency telephone numbers and unapproved materials.
Wastewater Disposal
Runoff and wash water from the tipping floor and loading area is collected and piped to on -site
pretreatment works, consisting of a grit collector, oil/water separator and a pump station. Wastewater
is pumped to the Town of Warrentoris municipal wastewater treatment plant. The runoff generated
from daily washing of the station and from rainwater does not exceed an average of 1200 gallons per
day. Site runoff is diverted away from the tipping area. If a long term power outage is experienced, a
certified waste hauler will be contracted to pump and haul liquids from the station to prevent
overflow.
Oil accumulation from the oil/water separator is minimal from a small operation like this, but if any
significant accumulation occurs, we would contract with a used oil recycler (such as Noble Oil).
Fire Control
Fire fighting services are provided by the Warrenton Rural Fire Department. The Transfer Station is
also equipped with a fire extinguisher for control of small fires.
In case of a fire, the Warrenton Rural Fire Department is to be immediately contacted. All personnel at
the facility are familiar with the use of the fire extinguisher. All fire extinguishers are inspected and
serviced monthly in accordance with manufacturer's instructions. All fires are reported to the Solid
Waste Section within 24 hours by telephone and written notification is provided within 15 days.

Vector Control
The station is swept and washed down and free of solid waste at the end of each day. Disinfectant is
available if needed to perform this task. Full or partially filled haul trailers are left at the Transfer
Station overnight but are covered and closed.
The tipping floor is thoroughly swept and washed -down at the end of operation each day or as
warranted. Any wastes that has an increased potential for attracting flies, rodents and other insect or
vermin is disposed of in the transfer trailer as soon as possible. Solid waste is not stored on the tipping
floor over -night.
Equipment
The transfer station utilizes the following equipment for the regular operation and maintenance:
• Compactor/chute to load transfer trailers
• Rubber -tired front end loader of tipped wastes from standby tipping floor
• Transfer trailers
• Scales for weighing incoming and transferred waste
Control of Windblown Waste
The tipping floor and loading areas are provided with a fence to mitigate windblown debris. Under
normal operation, collection vehicles tip their waste directly onto the compactor chute thereby
mitigating the potential for windblown waste. All tipped waste is contained in the immediate area and
cleaned up at the end of each working day.

All tipped waste will be directed to the chute feeding the compactor except upon failure or
maintenance of the compaction equipment in which case, solid waste will be tipped on the standby
tipping floor. In this case, a frontend loader will then be utilized to pickup and deposit waste in an
open top haul trailer. The open top haul trailer will be provided with a cover. All waste that escapes
the area shall be collected as soon as possible daily and disposed of properly.
Personnel Requirements, Qualifications and Responsibilities
Responsibility of the Company_:
The Company shall assign qualified personnel to manage and operate the collection and transportation
system. The Company agrees that all employees will be required to wear clean uniforms that display
the name of the Company and identify the individual as an employee of the Company. Each employee
will carry a valid operator's license for the type of vehicle such employee is required to operate. The
Company shall provide operation and safety training for all operational personnel.
ResponsibiliV of the County:
The County shall be responsible for the landscaping, fencing, construction and repairs to the collection
sites and the Transfer Station. The County will ensure that such facilities are now, and will remain in
full compliance with all applicable laws, including without limitation, maintenance of all required

FINANCIAL ASSURANCE
The financial assurance amount should be equal to the cost to hire a third party to remove and clean up
a week's worth of waste from the facility, haul, and dispose of the waste, in the event of site
abandonment. The station produces approximately thirty-five (35) tons per day with a disposal rate of
Sixty -Two Dollars and Sixty -Seven Cents ($62.67) per ton, For a week's worth of operations, the cost
analyses would break down as follows:
35 tons per day x 5 days = 175 tons weekly
175 tons x $62.67 per ton hauling = $10,967.25
5 days at $3,500.00 per day for clean-up = $17,500.00
It would take less than Thirty-five Thousand Dollars ($35,000.00) to remove, clean-up and dispose of a
weeks worth of waste. Also, as of July 1, 2011, Solid Waste had a Fund Balance of $325,617.00 which is
more then enough to cover a week's worth of clean-up.

to an approved facility or discharged directly from the site into a sanitary sewer line. A National Pollutant
Discharge Elimination System (NPDESJ permit may be required prior to the discharge of leachate to surface

Unless otherwise stated in the site permit or local zoning requires larger buffers, the waste loading,
unloading, and storage areas at the site shall be: (A) no less than 100 feet from supply wells; (B) no less than
100 feet from property lines; (C) no less than 50 feet from waters of the State as defined in G.S. 143-212, or
wetlands as defined in 40 CFR 232.2; and (D) surrounded by an unused and cleared area of no less than 25 feet
to allow access for fire or emergency response vehicles. 15A NCAC 13B.04031a1161
Sites shall be designed and constructed so that all solid waste receiving, handling, transfer, and storage
occurs on an impervious surface, such as concrete or asphalt, unless otherwise stated in the site permit.
Tipping floors areas shall be located within an enclosed building or covered area to prevent precipitation from
coming into contact with waste, and all waste shall be managed on contained in the tipping floors area unless
otherwise stated in the site permit. For the purpose of the rules of this Section, "tipping floor" means the area
where waste is offloaded from residential or commercial vehicles, and staged and consolidated for transport
