on July 13, 2025.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS:
The purpose of this inspection was to complete the required pre -operation inspection, prior to accepting waste at the newly
constructed LCID.
1. The sediment basin to the northeast of Phase I of the LCID has been constructed. Three porous fabric baffles run
the length of the sediment basin. The sediment basin also consists of a skimmer, concrete riser, and an emergency
spillway. Vegetation has begun to grow on the side slopes of the sediment basin. Measures to monitor and maintain
the basin should be put into place and followed.
2. Riprap has been placed on the downstream side of the outfall. The previously identified erosion and failing silt
fence adjacent to the sediment basin outfall had been repaired and vegetation had begun to grow. Continue to
monitor and repair any erosion and silt fence damage as needed.
3. One area of riprap was identified within the ditch, at the sediment basin inlet pipe. Monitor the drainage ditch to
determine if additional areas of riprap are needed to prevent erosion in the drainage ditch.
4. The vegetation within the Phase I LCID cell had been mown with a brush hog. Mr. Barnes stated that one of the
pieces of vegetation had punctured a tire of the brush hog, during mowing. Mr. Hammonds recommended scraping
off the remaining pieces of vegetation, so that no further tire damage would occur.
5. Areas where there may be standing water should be graded to provide positive drainage away from the waste and
working face.
6. The roadway to the Phase I LCID cell has been completed to the turnaround at the end of the Phase I LCID cell.
Based on the approved site construction plans, a perimeter road is required to be constructed around the entire
LCID. The roadway around the LCID will improve traffic flow and provide access for fire -fighting vehicles as the
facility grows. This construction of the perimeter road must continue and should be completed around the
LCID as per the approved plans by December 31, 2021.
7. 15A NCAC 13B .0566 (6), "An operator shall be on duty at all times while the site is open for public use to
assure compliance with operational requirements and to prevent acceptance of unauthorized wastes." The
hiring of additional staff may be required to properly manage the LCID.
8. Once the scraping of the remaining vegetative debris has been completed, the LCID may begin operation.
The roadway around the LCID must be completed by December 31, 2021.
