STATUS OF PERMIT:
Permit for Closure for 8602-MSWLF-1983 (Mt. Airy), 8602-CDLF- (Mt. Airy), and 8602-CDLF-2011 (Mt. Airy) was
issued to Surry County on December 16, 2020.
PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS:
None Observed
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. Permit number 86-02 consists multiple landfill units.
x 8602-MSWLF-1983: A closed, unlined MSWLF unit which ceased receiving waste prior to October 9,
1991.
x 8602 -CDLF-2001: A closed, unlined CDLF unit which ceased receiving waste prior to June 30, 2008.
x 8602-CDLF-: A closed, CDLF on top of a closed, unlined MSWLF which ceased accepting waste prior to
March 3, 2006.
2. A gate was provided at the entrance to the facility to prevent unauthorized access.
3. Groundwater monitoring was being performed semiannually as required. 1st semiannual sampling results for 2018
(performed June 27-29, 2018), 2nd semiannual sampling results for 2018 (performed October 18-19, 2018), 1st
semiannual sampling results for 2019 (performed May 15-17, 2019 & August 29, 2019), 2nd semiannual sampling
results for 2019 (performed December 10-13, 2019 & January 15, 2020), 1st semiannual sampling results for 2020
(performed June 25, 2020), and 2nd semiannual sampling results for 2020 (performed December 9-11, 2020) were
verified via the Division of Waste Management document database.
4. Methane monitoring was being performed quarterly as required. Records for monitoring events performed on
3/18/19, 5/17/19, 6/19/19, 9/17/19, 12/9/19, 3/5/20, 5/11-13/20, 8/27/20, and 12/21/20 were verified.
5. The landfill caps of all three landfill units were stabilized with native vegetation. Vegetation was being mowed at
the time of inspection.
6. No areas of significant settling were observed.
7. Edge of waste markers were in place.
