PURPOSE OF SITE VISIT: Partial Audit; Land Resources Staff introduction/meeting.
STATUS OF PAST NOTED VIOLATIONS: NA
OBSERVED VIOLATIONS
1. NA
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

Meeting to introduce Justin Harcum, regional Land Quality Section specialist to Cumberland County Solid Waste
Staff and also conducted partial audits of the solid waste facilities.
MSWLF
1. Recommend that you follow up with the permitting branch as to the status of the permit for your facility.
2. The drainage ditch along the haul road was full up to the drain area with soil/sediment. The ditch should be
cleaned out and restored.
3. Sediment was observed in the drainage ditch on the east side of the LF. The sediment should be cleaned out and
the ditch restored.
4. Ensure that all disturbed and repaired areas are seeded and mulched as soon as practical to prevent excessive
onsite erosion.
5. The grates for covering the drains were damaged or missing. Facility staff indicated that new grate covers had
been ordered and would be tack welded into place.
6. Grade disturbed areas over waste so that water does not impound over waste.
7. Ensure that proper freeboard is maintained in facility leachate pond.
C&DLF over MSWLF
8. The working face was manageable.
9. Commercial wooden spools were observed outside the footprint of the C&DLF at the time of the audit. Ensure
that all waste is recovered and returned to the working face before the close of business each day.
Closed MSWLF
10. Facility staff was in the process of seeding and mulching a repaired area on the south side of the LF at the time of
the audit.
11. The LF had good ground cover and is being maintained.
Concrete Crushing
12. The concrete crushing operation had been suspended at the time of the audit due to data required by the Division
of Air Quality.
13. The site should be maintained to allow for positive flow of water away from the site.
14. Recommend that you follow up with the Division of Air Quality, to provide the necessary data to continue this
operation.
Scrap Tires/White Goods
15. Scrap tires were being managed properly at the time of the audit.
16. White goods were being managed properly at the time of the audit.
Electronics
17. Electronics were being managed properly at the time of the audit.
Asphalt Shingles
18. Asphalt shingles were being managed properly at the time of the audit.
Recycling Area
19. The facility recycling area was being well managed at the time of the audit.
20. The county was recovering multiple items for recycling at the time of audit.
21. The facility will or has received separate reports from the Land Quality Section.
22. Facility staff were pumping down the sediment pond on the west side of the closed LF for maintenance and
discharging the water into the adjacent canal. Recommend that you contact the Division of Water Quality in the
future for guidance on discharging water as part of the maintenance activity.
