All photographs were taken by Troy Harrison on May 24, 2012. 2. The facility consisted of an MSW transfer station, tire collection site, white goods collection site, metals collection site, and other recyclables collection area. 3 The service area for this facility is Clay County. The property is secured by a fence and gate when the facility is closed. The entrance to the facility was identified with proper signage. Entrance Sign 4. Waste was being transported to the Pine Bluff MSW Landfill Facility (Permit 028-039D [SL]) in Ball Ground, Georgia for final disposal. 5. Operational records for the facility were available at the Clay County Solid Waste offices located at 1160 Hilton Road (SR 1148) near Hayesville. 6. Copies of the permit (No. 22-02T) and the facility Operations Plan were not available. Copies of the permit and approved lands are required to be maintained at the facility, unless otherwise approved by the Division. 7. Hours of Operation: Monday — Saturday: 8:00 a.m. to 5:00 p.m. Wednesday: 8:00 a.m. to 12:00 p.m. Closed Sundays 8. Waste screening forms were reviewed. All of the banned waste noted was removed to the recycling area. 10. Tire forms were reviewed. Most of the forms appeared to be filled out correctly. All waste was observed was inside the building. No banned waste was observed with the exception of incidental amounts. JJJ� Tipping floor Tipping Floor 11. Leachate is collected in a septic tank. No leaks were observed. Leachate is transported to the Hayesville WWTP for treatment. 12. The area surrounding the transfer station was well maintained. No windblown debris was observed. These tanks have been moved away from the transfer station. The tanks are covered and setting on concrete. Used oil filters were being placed in drums. 14. The tire collection area was observed. This is a semi -trailer and all tires that were not in the trailer would be placed inside at the end of the day, according to Mr. Smith. 15. Other materials recycled are Electronic waste, plastic, empty propane tanks, aluminum cans, steel cans, cardboard and newspaper. These are collected in separate containers. The recycling areas were well maintained. 17. The white goods area is located in a covered shed with a concrete floor. Freon is removed by staff and then marked.
