The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a
Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be
subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection
service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
On October 8, 2015, John Patrone met with Dan LaMontagne and Sonya Gilliland to conduct a comprehensive
inspection of the Chatham County Permanent Household Hazardous Waste Collection Facility on County Services
Road in Pittsboro, Chatham County.
1. The permanent household hazardous waste (HHW) collection facility is open nine months a year (March
through November), every 3`a Saturday from 9 am to 3 pm.
2. The facility was not in operation during the inspection.
3. The facility permit, site plan, operations plan, and contingency plan were discussed.
4. The facility HHW generator identification number is NCPH0199501.
5. The facility is permitted to receive HHW from Chatham, Orange, Wake, Durham and other counties in
partnership with Chatham County.
6. The facility does not currently accept HHW from conditionally exempt small quantity generators (CESQG) or
agricultural/large farm related materials.
7. The facility is prohibited from receiving any other types of waste, including: radioactive wastes, ammunition,
explosives, infectious medical waste, and commercial wastes. However, the facility may detain these wastes
for appropriate disposal. It is suggested that an area/container/etc. be designated for the temporary storage of
the aforementioned materials while awaiting proper method of disposal.
8. The collection of HHW is conducted by ECOFLO, Inc., EPA identification number NCD980842132.
9. ECOFLO, Inc. personnel are trained per 29 CFR, Part 1910 and obtain annual update training.
10. Incoming material is screened by ECOFLO, Inc. staff (via verbal confirmation with the vehicle operator) and
a record of driver name and address is maintained. Materials are unloaded and sorted accordingly by
ECOFLO, Inc. personnel.
11. A record of material brought to the HHW facility (origin of loads) by residents was verified for March
through September 2015.
12. The facility building has a secondary containment sump and automatic fire suppression system. There are
two concrete pads outside of the building each with secondary containment sump and automatic fire
suppression system, covered by an all-weather awning. There is a handheld fire extinguisher located inside of
the building and another located outside.
13. The secondary containment sumps do not have outlets.
14. Prior to a collection event stormwater is pumped -out of the outdoor secondary containment sumps. The
secondary containment sumps, if utilized during a collection event, will be cleaned accordingly.
15. The three containment sumps are not connected, each functions independently of the other. The facility
building containment sump has an overflow reservoir, access is via cement tile lid located behind the
building.
16. Facility supplies are stockpiled in a storage shed. A handheld fire extinguisher is located outside of the shed.
17. Equipment and supplies are inspected before each collection event. Equipment and supply inspections for
collection events occurring March through September 2015 were verified.
18. HHW collected during an event is shipped -out that day or after the next collection event. All HHW is
removed from the facility during the three months it is not in operation.

19. The facility has an emergency eyewash station. It is a portable unit mounted on the exterior wall of the
facility building. Prior to each collection event it is refilled and tested. It is removed and stored when the
facility is not in operation.
20. During the inspection HHW was stored on site in containers and on pallets. Accumulation labels affixed to
50-gallon drums and pallets were observed, dated September 19, 2015.
21. Fluorescent lights appeared to be stored appropriately.
22. Several pallets stacked with paint cans and covered with plastic tarp were stored adjacent to the HHW
collection building. Ensure the paint can pallets are moved to the concrete pad area containing secondary
containment sumps or are placed atop secondary containment pallets.
23. A dumpster with water -tight lid is on site for non-HHW solid waste.
24. The facility collects lead -acid batteries stored atop a pallet under an all-weather awning.
25. Fire extinguishers and propane tanks collected are also stored under the all-weather awning.
26. The facility maintains records of the amount of HHW received. The material hauled -off by ECOFLO, Inc.
mirrors the quantity of HHW received. ECOFLO, Inc. sends the facility a manifest of the materials picked -
up. Manifests for material hauled -off were verified for May 4, 2015, July 10, 2015, and September 11, 2015.
27. The facility annual report (FAR) was submitted to the SWS, dated July 28, 2015. The facility received
75,311 lbs of HHW from July 2014 through June 2015.
28. The Chatham County Fire Marshal conducted an inspection of the facility on December 16, 2014.
29. T&S Fire and Security, Inc. conducted an inspection of the fire suppression system on May 15, 2015.
30. T&S Fire and Security, Inc. conducted a fire alarm inspection/test on November 24, 2014.
31. The handheld fire extinguisher inspections are current from July and October 2015.
32. The Pittsboro Fire Department can be contacted to respond to an emergency at the facility.
33. The facility is located on property containing the Solid Waste & Recycling Division office, the closed
municipal solid waste (MSW) landfill (19-01) and associated yard waste compost operation and convenience
site, and the notified land clearing and inert debris (LCID) landfill (N0069). The property also includes three
temporary disaster debris staging sites (TDDSS): DS19-002, DS19-003, and DS19-004.
34. The site is secured by chain link fence with lock.
35. The facility has a proper sign.
36. The permit expiration date is October 21, 2015.
37. Ms. Gilliland stated that the permit renewal application was sent to SWS in April 2015.
