The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a
Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be
subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection
service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
COMMENTS:
On August 15, 2014, John Patrone met with Sandy Skolochenko to conduct a comprehensive inspection of the
Chatham County Permanent Household Hazardous Waste Collection Facility on County Services Road in Pittsboro,
Chatham County.
1. The permanent household hazardous waste (HHW) collection facility is open 9 months a year (March through
November), every 3`d Saturday from 9 am to 3 pm.
2. The facility was not in operation during the inspection.
3. The facility permit, site plan, operations plan, and contingency plan were discussed.
4. The facility HHW generator identification number is NCPH0199501.
5. The facility is permitted to receive HHW from Chatham, Orange, Wake, Durham and other counties in
partnership with Chatham County. The facility does not currently accept HHW from conditionally exempt
small quantity generators (CESQG) or agricultural/large farm related materials.
6. The facility is prohibited from receiving any other types of waste, including: radioactive wastes, ammunition,
explosives, infectious medical waste, and commercial wastes. However, the facility may detain these wastes
for appropriate disposal. It is suggested that an area/container/etc. be designated for the temporary storage of
the aforementioned materials while awaiting proper method of disposal.
7. The collection of HHW is conducted by ECOFLO, Inc., EPA identification number NCD980842132.
8. The facility maintains a record of ECOFLO, Inc. personnel trained in facility operations per 29 CFR, Part
1910. A certificate of 8-hr update training for Melvin Bivens dated December 4, 2013 was verified. It is
suggested that support staff training records are maintained.
9. ECOFLO, Inc. personnel conduct initial screening of materials (verbal confirmation with vehicle operator)
and record driver name and address. ECOFLO, Inc. personnel unload materials and sort accordingly.
10. The facility has a small building with a secondary containment sump and automatic fire suppression system.
Outside of the building there are two concrete pads, each with a secondary containment sump and the
automatic fire suppression system, covered by an all-weather awning. Two handheld fire extinguishers are
readily accessible.
11. The secondary containment sumps do not have outlets.
12. Prior to a collection event stormwater is pumped -out of the outdoor secondary containment sumps. The
secondary containment sumps, if utilized during a collection event, will be cleaned accordingly.
13. The three containment sumps are not connected, each functions independently of the other. The storage
building containment sump has an overflow reservoir, access via cement tile lid behind the building.
14. Facility supplies are stockpiled in a storage shed. A handheld fire extinguisher is readily accessible.
15. The facility appeared to have an adequate amount of absorbent material.
16. The equipment and supplies for the facility and ECOFLO, Inc. are inspected before a collection event.
Inspections documented for collection events occurring March through July 2014 were verified.
17. HHW collected during an event is shipped -out that day or picked -up soon thereafter by ECOFLO, Inc.
18. The facility has an emergency eyewash station. It is a portable unit mounted on the exterior wall of the HHW
collection building. Prior to each collection event it is refilled and tested. It is removed and stored when the
facility is not in operation/when necessary.

19. During the inspection HHW was stored on site in containers. Accumulated material not shipped -out the day
of a collection event is routinely stored for — 90 days. Accumulation labels affixed to 50-gallon drums were
observed.
20. Fluorescent lights appeared to be stored appropriately. If applicable, ensure fluorescent light ballasts are
handled and stored appropriately.
21. Several pallets stacked with paint cans and covered with plastic tarp were stored adjacent to the HHW
collection building.
22. The open -top dumpster stored on site for non-HHW solid waste (primarilyposed of plastic containers
from the HHW bulking operation) shall be covered with a lid/water-shedding material. If possible, it is
recommended that the plastic containers be recycled.
23. Alkaline batteries are collected/stored in the white goods collection area (not associated with the HHW
facility). Batteries are shipped to Battery Solutions for processing.
24. The facility maintains records of the amount of HHW received. It is expected that the material hauled -off by
ECOFLO, Inc. mirror the quantity of HHW received. Manifests for material hauled -off were verified for
August, October, and November 2013 and April, June, and July 2014. ECOFLO, Inc. sends the facility a
manifest of the materials picked -up.
25. A record of material brought to the HHW facility (origin of loads) by residents was verified for March
through July 2014.
26. The facility annual report (FAR) was submitted to the SWS, dated July 23, 2014. The facility received
62,296 lbs of HHW from July 2013 through June 2014.
27. Fire extinguishers, helium tanks, propane tanks, and lead acid batteries are stored under an all-weather
awning.
28. The facility has a storage trailer used for latex paint giveaway. Latex paint deemed reusable during collection
events is placed in the trailer. Residents can take paint at no charge by signing a "release from liability form."
29. The annual Chatham County Fire Marshal inspection was conducted on December 23, 2013.
30. The T&S Fire and Security, Inc. semi-annual fire suppression system inspection was conducted on May 27 &
28, 2014.
31. The Pittsboro Fire Department will address an emergency at the facility.
32. The facility is located on property containing the Chatham County Environmental Quality Department - Solid
Waste & Recycling Division office, the closed municipal solid waste (MSW) landfill (19-01) and, per its post
closure conditions, the associated yard waste compost operation and scrap metal, scrap tire, white goods, and
recyclables collection areas, and the notified land clearing and inert debris (LCID) landfill (N0069), and the
temporary disaster debris staging site (TDDSS) Nos.: DS 19-002, DS 19-003, and DS 19-004.
33. The site is secured by chain link fence with lock.
34. The facility has a proper sign.
35. The permit expiration date is October 21, 2015.
36. Permit renewal application shall be submitted to the SWS by April 21, 2015.
