STATUS OF PERMIT:
A Permit to Operate a Municipal Solid Waste Transfer Facility was issued to the City of Hickory on February 19,
2010 and shall expire on February 19, 2015.
PURPOSE OF SITE VISIT:
Comprehensive Inspection.
STATUS OF PAST NOTED VIOLATIONS:
N/A
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is a Municipal Solid Waste Transfer Facility to with a service area limited to the City of Hickory.
All waste is transferred to the Blackburn Sanitary Landfill in Catawba County.
2. The facility received approximately 100 tons of waste per operating day since December 2012.
3. The facility is secured with an upper and lower gate to prevent unauthorized access.
4. The required signage is posted at each gate stating the permit number, hours of operation, and no dumping.
5. Waste Screening records were reviewed for the last quarter. A waste screening was conducted on at least one
load per day. Loads were screened randomly. The final disposition of any unacceptable waste that was
removed from loads during waste screenings was well documented. Unacceptable wastes commonly removed
from the waste stream were tires, yardwaste/leaves, and wooden pallets.
6. Waste is unloaded directly into hoppers by City employees. The attendant views the wastes deposited in the
hoppers from an interior operator room. Residents place wastes at convenience boxes and do not unload
wastes at the transfer building.
7. The tipping floor was inspected. The floor had been recently washed. There were no wastes on the floor at
the time of the inspection. The floor was maintained in good condition.
8. Transfer building interior walls appeared to be cleaned on a regular basis. A pressure washer is maintained
on -site.
9. The two hoppers for the facility were replaced approximately 1 year ago and appear to be maintained in
excellent condition.
10. Leachate Management: All transfer floor surfaces drain to two trench drains located inside the building. The
drains were free of debris and appeared to be operational. Trench drains and exterior areas that receive
leachate (including the exterior hopper loading areas), are connected to the sanitary sewer system. The drains
to the sanitary sewer system appeared to be operational.
11. Trailers observed on site were not leaking. It was stated that trailer seals were inspected for wear and repaired
or replaced as needed.
12. Loaded trucks are hauled directly to the Blackburn Landfill once loaded and are not stored on -site.
13. Vector management was implemented. An exterminator services the facility once per month. Traps were
placed around the facility.
14. Fire extinguishers were serviced in November of 2012.
15. Dust appeared to be effectively controlled.
16. There was no windblown litter observed around the facility or on surrounding grounds.
17. Mr. Gross provided records and had the Permit and Operations Plan available for inspection.
