STATUS OF PERMIT:
A Permit to Operate a Transfer, Recycle, Resource Recovery and Processing Facility was issued to Republic Services
of North Carolina, LLC on June 27, 2011 and shall expire on October 1, 2016.
PURPOSE OF SITE VISIT:
Comprehensive Inspection.
STATUS OF PAST NOTED VIOLATIONS:
No violations observed during the previous inspection on June 21, 2011.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. This Transfer, Resource Recovery, and Processing Facility is permitted to receive municipal solid waste
generated within Catawba County.
2. The facility processes and stores source -separated recyclables. No recyclables are separated from putrescible
wastes and no recyclables that have come in contact with leachate are separated for processing.
3. All waste from the transfer facility is disposed at the Catawba County Blackburn Landfill.
4. The facility is operated 24 hours per day.
5. The required signage is posted at the gate stating the permit number, hours of operation, and prohibited
wastes.
6. The Permit and Operations Plan were available for inspection.
7. The facility received an average of 326 tons of waste per month in the last quarter of 2012.
8. Waste screening records were reviewed. The approved Operations Plan states that loads will be visually
inspected as waste is deposited on the tipping floor. Documentation of inspections on waste screening forms
identified unacceptable wastes and final disposition of those wastes. Fewer waste screenings were
documented on the forms in the latter half of 2012 than the first half of 2012. It is recommended that the
facility consistently document waste screenings and place in the facility operating records.
9. The tipping floor was inspected. Very little waste was on the tipping floor at the time of the inspection. No
unacceptable wastes were observed. Recyclables stored for processing were kept separate from the tipping
floor area.
10. There was some litter on the facility floor from the shredding and other recycling processes. It was stated that
the night shift uses a blower to collect and remove the litter (this litter was not observed outside the transfer
building on the surrounding grounds).
11. Transfer building interior walls did not appear to have been recently washed but had minimal buildup of
debris.
12. Leachate Management: Leachate and wash down water are collected in a drain system in the loading bay,
which flow to a water separator. Oils and greases are separated and the leachate then flows to the sanitary
sewer system. The oils and greases are pumped out of the water separator ("catch pit") every 6 months by an
outside vendor. The catch pit was last pumped on 11/23/2012 (970 gallons). Baskets placed in the facility
floor drains capture litter and debris prior to entering the drain system and appear to be regularly cleaned.
13. There were no vectors observed at the facility.
14. Fire extinguishers were serviced in August and September, 2012.
15. Dust appeared to be effectively controlled.
16. Windblown litter was minimal at the time of inspection and appeared to be collected as required.
