PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:
None.
OBSERVED VIOLATIONS:
15A NCAC 13B .0566 (2), "Solid waste in the landfill shall be compacted. Slopes shall not exceed a ratio of three
horizontal to one vertical at any time." At the time of this inspection, the southern and eastern side slopes of the LCID
were identified to be nearly vertical. The side slopes need to be properly covered and graded to meet the three horizontal
to one vertical requirement.
15A NCAC 13B .0566 (3), "All waste shall be covered with no less than six inches of soil monthly, or when the
working face reaches one acre in size, whichever occurs first. Any soils used for cover at the site shall meet
unrestricted use standards for soils as defined in G.S. G.S. 130A-310.65." At the time of this inspection, the waste at
the facility has not been covered in quite some time. The entire 2-acre site appeared to be mainly uncovered. The waste
must be covered monthly or when the working face reaches one acre in size.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
A copy of the new LCID rules, which became effective on January 1, 2021, are provided with this report. Please
read through the rules and contact me if you have any questions. Based on rule 15A NCAC 13B .0563 (6), within
5 years of the effective date, notified LCID landfills will need to be properly closed or obtain a permit from the
Division of Waste Management.
l . The access road is of all-weather construction and appears to be properly maintained.
2. The gate was not locked and no attendant onsite at the time of this inspection.
3. The site has adequate signage posted on the gate at the entrance; however, the signage could not be seen from the
road, due to the gate being chained open.
4. 15A NCAC 13B .0564 (6) (b), "Buffer Requirements: A site shall maintain the following buffer
requirements: ... 100 feet from the waste boundary to property lines, residential dwellings, commercial or
public buildings, and potable wells." At the time of this inspection, it appeared that waste was pushed up to the
property lines of the 2-acre parcel (PIN 0316 02010). Based on the LCID Notification form, the LCID is located
on Parcel 0316 02005, which is 13.1-acres in size. Parcel 3016 02010 is a 2-acre parcel, which is landlocked by
the LCID Parcel 0316 02005. During this inspection, it appears that the LCID waste is located on or close to the
landlocked Parcel 3016 02010. The waste located at the site must be at least 100 feet from the property line. In
order to meet the buffer requirements, you could either recombine the two parcels, 3016 02010 and 3016 02005,
or move the waste away from the property lines to meet the 100-foot setback.
5. Permanent edge of waste markers were observed during this inspection. Lush vegetation should be mowed and
maintained to ensure that the markers can be seen from one to the next. Remove any trees growing within the LF.
6. The waste stream observed appeared to be relatively clean. Metal had been separated from the waste stream and
placed off to the side for proper disposal.
7. 15A NCAC 13B .0564 (7), "The site shall establish and maintain an access road around the waste boundary
for access by emergency or fire -fighting vehicles and equipment." A partial access road was identified during
this inspection. Several areas were overgrown with vegetation at the time of this inspection. The overgrown
vegetation along the access road should be mown to allow for proper access to all sides of the LCID.
8. Digital pictures were taken during the inspection.
9. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be
completed within 30 days of receipt of this report. The Solid Waste Section will conduct a follow-up
inspection in 30 days to ensure issues noted in this inspection report have been addressed.
