Amanda Thompson, NC DEQ – Solid Waste Section David Powell, NC DEQ – Solid Waste Section STATUS OF PERMIT: LOS PTO issued December 22, 2020; Expires February 7, 2055 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: N/A The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 7 ADDITIONAL COMMENTS 1. The purpose of this inspection was to conduct a comprehensive audit of the Bladen County Transfer Station. Amanda Thompson and David Powell with the Section met Kip McClary and Brandon Smith with Bladen County Solid Waste onsite. 2. This facility is permitted to receive municipal solid waste generated within Bladen, Brunswick, Columbus, Cumberland, Duplin, Harnett, Hoke, Johnston, New Hanover, Pender, Robeson, Sampson and Scotland counties. Waste must be transported for disposal to the Sampson County Disposal Landfill Facility (Permit Number 8202-MSWLF-2000) located near Roseboro, Sampson County, North Carolina. Any proposed changes to the service area and/or the disposal facility must be approved by the Section. New Transfer Station rules were sent to Mr. McClary on 6/3/2021. 3. Facility is secured by fence/gate and has proper signage. Roadways were in good condition. Good job. 4. Facility has had a fire recently, on 3/8/2021 but no one was hurt, it was put out quickly and no severe damage to equipment. Mr. McClary contact Mr. Powell and submitted Fire Notification Report. Thank you. Fire department did not find a cause. 5. Records were reviewed onsite. Copies of the new permit and operations plan were onsite and available during the inspection. Mr. Smith also forwarded copies of Sept. 2020, Jan. and April 2021 monthly waste volume reports to Mr. Powell, for random reviewing of these reports, after the inspection. These monthly volume reports track the various wastes the County processes in and out to Sampson County landfill and is broken up into multiple categories. For example, MSW, tires, appliances, metal, cardboard recycling, street sweepings, etc. 6. Waste screening forms were available during this inspection. Some of those records, such as 6/2/2021, showed unapproved waste were caught and put in proper place. Good job. Please ensure screenings are done in accordance with Operations plan, which states, “Vehicles are randomly selected for screening on a regular basis, depending on personnel available. At least one vehicle per week, but not less than 1% by weight of the waste stream entering the facility (based on the previous week’s total), will be randomly selected by inspection personnel. A random truck Bladen County Transfer Station Operations Manual January 2020 2.0 Waste Handling Operations Page 13 number and time will be selected (e.g., the tenth load after 10:00 a.m.) on the day of inspections. However, if something suspicious is spotted in any waste load, that load is inspected further.” FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 7 7. Discussions onsite were also of the New transfer station rules and the Transfer Station Assessment Report, in accordance with 15A NCAC 13B .0401, that would be due to the Section by end of June 2021. Mr. McClary indicated they were working on it and should meet the deadline. One area of concern is damage to the station floors concrete. They are already communicating with contractors for bids to repair the floor. Please contact Solid Waste should this inhibit the stations operations in anyway and communicate with Mr. Powell about the repair periodically until complete. This should be made a priority and be fixed before it inhibits the operation or causes other issues to the surrounding structure or soil beneath. Mr. McClary expects only minor delays in the Stations operation to do the repairs, ~ 24 hours, and the station will reroute everything to Sampson County LF during the repair. Tipping floor push walls were ok and area behind them was clean. Good job. 9. Scrap tires are taken by Carolina tire. Two trailers onsite, one being filled and one empty. Scrap metal and White goods are taken by Whiteville Recycling Services. They remove the CFC’s from the white goods. There was not a significant amount of scrap metal or white goods, good job. 10. Leachate is taken, as needed, by Noble Recycling out of Sanford NC. It is captured and pumped through lift station to holding tank. Electronics are taken by Geep Inc. after being palletized. Pesticides are taken once or twice a year by NCDA. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 5 of 7 11. Waste oil area has had much oil spilled around the tank. Onsite conversation was that the tanks are on concrete but there is much soil built up around the tank which has oil soaked in it. This area needs to be cleaned up before surrounding soil is contaminated. Dispose of the soil that has waste oil, at the appropriate facility for that waste type. Discussions were that a cover of some type would be installed and staff keeping better eye on dumpers to ensure no spillage in the future or storm water contamination of the tank with the cover left open. 12. Windblown was not an issue during inspection. Good job. Please continue to stay on top of this issue. Downhill stairwell outside loading bay. Backside on the west side of the station. Transfer Station walls, around loading bay, screws have rusted away enough in which they can no longer hold the tin siding along the bottom for a few feet. Some pieces were missing. This needs repair and Mr. McClary informed inspectors that this was already in the budget for fixing. 14. Loading bay was mostly clean. It seems to be cleaned regularly. Good job. 15. Firefighting equipment is present at the transfer facility. Directly across the drive from the tipping floor is a water hose reel. 16. Certified operator certificates were reviewed while in scale house. Derek Harris expires 12/6/2021; Brandon Smith expires 12/6/2021. Mr. Powell provided Bladen County staff via email information on next course through SWANA around December 2021. Be sure and not operate without a certified operator onsite. 15A NCAC 13B .0405 (7) Training. During hours of operation, an operator trained in accordance with G.S. 130A-309.25 shall be on-site. Sites shall provide all staff with no less than eight hours of training FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 7 of 7 updates annually that includes a review of the operations plan and permit documents. Documentation of the training shall be placed in the operating record and provided to the Division upon written request. 17. Station also has a convenience site beside it with multiple roll offs. 18. Corrective measures are necessary as a result of this inspection and should be complete within 45 days’ receipt of this inspection report. Station loading bay walls need repair. Waste oil area needs cleaning and a cover installed and the contaminated soil disposed of properly. Station floor needs repairs immediately. Please communicate with Solid Waste Section/David Powell on Station floor repairs and should this inhibit the stations operations in anyway and communicate with Mr. Powell immediately.
