Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. Records review of operator certifications, waste screening records, and waste intake (tonnage) records for the Transfer Station were reviewed at the main Buncombe County Solid Waste office on September 10, 2014. No issues were noted. Waste screening of County transfer trailers is conducted at the working face along with on -site inspection of the push -pit operations (waste does not get placed on a tipping floor at this facility). 2. On site for completion of the comprehensive site inspection on September 24, 2014. The Permit and current Operations Plan were on site and available at the time of the inspection. Waste acceptance records were available for review and no issues were noted. Incoming wastes are transferred to the 11-07 MSWLF for disposal. A white goods, a recycling convenience drop-off, and a cardboard collection area are located at the facility. Additionally, the facility accepts household generated sharps in separate, marked containers. These areas were signed, controlled, and well 14 4. The transfer station floor was clear. Waste screening was being conducted by the push -pit operator from the observation booth. Historically, the south side slope of the transfer station building has been difficult to mow/keep free from windblown materials. This slope is steep and some erosion has been noted over time. During the inspection this area was mowed. well maintained. and stable. 6. All staged Buncombe County transfer trailers were parked inside the leachate containment system. Minimal windblown waste was noted at the facility. In general, the facility was well maintained and controlled and no issues were noted.
