The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

2. The current permit and operations plans are maintained on site.
3. All wastes are transferred, as needed, to the Buncombe County Municipal Solid Waste facility (Permit #11-07)
located at 81 Panther Branch Road, Alexander, NC 28701
4. The facility is currently taking in approximately 275-tons of waste per day.
5. The tipping fee for all wastes is currently $47/ton.

6. Initial waste screening is done at the scale house and wastes are also screened when they arrive at the Buncombe
County Municipal Solid Waste facility for final disposal. Waste screening records were reviewed.
7. The facility's operating hours are:
Monday —Friday: 8:00 — 4:30
Saturday: 8:00 — 1:00
2. Looking into the transfer station.
1. Roll -off boxes staged outside of the transfer station
entrance for white goods, scrap metal & cardboard.
8. Several roll -off boxes are staged on the asphalt apron outside of the transfer station entrance as a convenience
for Buncombe County residents for the collection of scrap metal / white goods, cardboard, and other
recoverable items. (Photo #2)
9. All white goods and scrap metals are collected by Biltmore Iron & Metal and taken to their Asheville facility
for final processing. Biltmore Iron & Metal removes all CFCs from all refrigeration units.
10. There are several leachate collection drains at the entrance to the transfer station (Photo #3) and one trench
drain in the area of the compactors at the rear of the transfer station (Photo #4)

11. The leachate collection system discharges directly to the Metropolitan Sewage District of Buncombe County
collection and treatment system.
12. Wastes are dumped directly into a compactor located inside of the transfer station. (Photos #5 & #6)
13. The access road is paved and well maintained.
14. Windblown litter is well controlled.
15. Proper signage is displayed at the entrance to the facility.
16. The interior of the transfer station is well maintained.
