OBSERVED VIOLATIONS: During the 12/04/2020 inspection violations of the rule stated below were noted where damage to the crop was observed resulting from applications of grease septage.
15A NCAC 13B .0842(a)(14) grease septage shall be diluted at least 1:1 from its concentration when pumped with domestic septage or water if land applied over perennial vegetation. This dilution shall be increased if crop damage
occurs. This dilution requirement shall not apply to the liquid portion of grease septage that has been treated to remove solids, fats, oils, and grease as long as crop damage does not occur;
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The access roads to the disposal area were posted the required signage that was visible and legible.
2. The roads accessing the site were passable.
3. The disposal area boundaries were marked on the ground visibly and distinguishably from the
surrounding landscape.
4. No discharges were noticed outside of the permitted boundaries.
5. The majority of applications appear to be made in accordance with the nutrient management plan. Ruts
were observed in an area on the field approaching 3 inches deep. Care must be taken when applying
septage during wet condition as, “Septage shall not be applied to a site if the application method will
result in ruts greater than three inches in the soil surface. Grease burning was observed in two areas of
the field. (Please see Observed Violations on page 1 of the report).
6. A grass crop including Bermuda grass varieties is present and is being maintained. Winter crop varieties
were emerging, winter overseeding was in progress before the site visit.
7. No septage applications were made during the site visit.
8. No objectional odors where noticed.
9. Required setbacks appear to be met.
10. Land application records were being kept and were submitted for inspection.
