STATUS OF PERMIT:
A Permit to Operate Phase 1, A C&D Landfill on top of a closed MSW Landfill and Post Closure Care Requirements
for the Closed unlined MSW Unit was issued to Alexander County and shall expire on November 10, 2015.
PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS
None
The items) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility has a service area of Alexander County only.
2. The facility currently receives approximately 311 tons of waste per month.
Records Review:
3. Water quality monitoring was being performed semi-annually as required. First and second semi-annual
monitoring records for 2011 (June and December) were verified. First semi-annual monitoring report for 2012
was still being prepared at the time of inspection.
4. Methane monitoring was being performed quarterly as required. No exceedences of the lower explosive limit for
methane were found.
5. Certified Landfill Operations Specialists:
• Freddie Mitchell (expires 2/14/16)
• R.D. Story (expires 2/13/12)
6. Waste screening reports were reviewed. The reports were performed with good frequency which appeared to
represent 1% of the waste stream. Reports documented unacceptable waste streams, and how those wastes were
properly disposed.
7. Soil cover records were reviewed. It appeared that soil cover was being applied weekly as required.
Operations inspection of the C&DLF Unit:
8. The working face was approaching one-half acre in size at the time of inspection.
9. No unacceptable waste streams were observed within the working face at the time of inspection.
10. Inactive portions of the landfill had adequate soil cover.
11. Windblown waste was well controlled.
12. All access roads were of all-weather construction and well maintained.
