STATUS OF PERMIT:
A Permit to Operate the Yadkin County Transfer Station, A Municipal Solid Waste Transfer Facility was issued to
Yadkin County on April 6, 2009. This permit will expire on May 31, 2013

OBSERVED VIOLATIONS
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is permitted to receive municipal solid waste from Yadkin County and neighboring counties.
2. This was a partial inspection to observe the operations of the facility.
3. The facility currently receives approximately 88 tons of waste each operating day.
4: This facility is permitted to dispose of waste at the Allied -Charlotte Motor Speedway Landfill V (permit # 13-04)
or any MS W landfill facility owned by Republic Services Inc permitted to receive waste from the
aforementioned service area. Ms. Cranfill stated that waste is currently being hauled to the Foothills
Environmental Landfill in Caldwell County (permit #14-03).
Operations inspection of the Transfer Station:
5. The walls of the transfer station were in need of cleaning. Pressure washing is recommended.
6. A slight amount of waste was observed on the top of the push wall and on top of the first beam above the push
walls on each side of the facility. It appeared that the waste had been there for some time as it was covered with
dust. All waste in these areas should be properly disposed of at the end of each working day.
7. Waste was observed behind the push wall on the west side of the facility. Waste on the tipping floor prevented
inspection of the push wall on the east side of the facility. All waste behind the wall must be removed and
properly disposed.
8. A significant amount of waste was located on the recessed portion of the facility floor at the southwest corner of
the building. It appeared that some of the waste had been there for quite some time as it was covered with dust.
All waste,in this area must be picked up and properly disposed of at the end of the working day. Operating
Condition #7b requires that no waste be stored on the tipping floor after operating hours. It is recommended that
measures be taken to provide a means to prevent waste from being pushed off the tipping floor onto this recessed
area.
9. A portion of the front wall located on the west side of the entrance to the facility was damaged at the time of
inspection. Mr. Tennant stated that the wall was damaged by a vehicle that made contact with the wall. This
area should be repaired to prevent further damage.
10. No unacceptable waste steams were observed at the time of inspection.
11. Windblown waste was observed within both rip rap areas on each side of the facility exterior. All windblown
material should be picked up at the end of the working day and properly disposed.
12. A significant amount of waste was observed on the floor of the transfer trailer loading area. Please ensure that
all waste in this area is picked up at the end of the working day and properly disposed.
13. During the inspection, a large rat was observed coming from under the wall on the south side of the trailer
loading area as waste was being pushed off the tipping floor. It is recommended that vector control such as bait
boxes be considered to control vectors such as rodents:
14. The access road leading to the transfer trailer loading area was muddy with potholes at the time of inspection
resulting in a significant amount of mud being tracked onto the floor of the loading area. This access drive
should be re -graveled to prevent additional sediment from being deposited in the loading area which could lead
to blockage of the leachate drain.
15. A small amount of waste had been deposited onto the gravel area on the north side of the facility as a result of
daily operations. Please ensure that any waste deposited in this area is picked up and properly dispose of at the
end of the operating day. It is recommended that this area be re -graveled to prevent mud from being tracked
onto the tipping floor.
Operations inspection of the white goods area:
16. This area was well managed at the time of inspection. All white goods containing chlorofluorocarbons (CFC's)
were found to be maintained in an upright position to maintain the integrity of the appliance.

Operations inspection of the LCID Landfill:
17. No unacceptable waste streams were observed.
18. The disposal area appeared to be less than one acre in size at the time of inspection.
19. The area appeared to be in compliance with appropriate regulations.
Miscellaneous operations:
20. Scrap metal is currently stored just east of the white goods collection area. During the inspection, two freezer
were observed adjacent to the metal pile which had been removed for proper relocation to the appropriate area.
However, a refrigerator and three additional freezers were observed within the metal stockpile. Please continue
to remove any white goods that may contain CFC's from this area when observed.
21. The facility continues to operate a recycling area for the collection of cardboard, newspaper, plastic and glass
bottles, aluminum and steel cans, pesticide containers, used oil and oil filters.
22. Electronics are collected and placed on wooden pallets then wrapped in plastic for shipping.
