Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility consists of a Construction & Demolition Landfill, Land Clearing and Inert Debris Landfill (including topsoil mining and processing area), and Treatment & Processing operations for wood grinding for boiler fuel and mulch, processing of concrete, metals, and mobile home deconstruction. 2. Initial disposal operations for Construction and Demolition Waste began October 22, 2001. 3. The geographic service area includes Alamance, Chatham, Davidson, Guilford, Montgomery, Moore, and Randolph Counties. Approximately 95% of incoming waste is generated in Randolph County. 4. The purpose of the site visit and inspection was to observe and review procedures for the activated Temporary Disaster Debris Site (DS76-001) located at the facility. Vegetative debris from the March 6-7, 2014 storm event is currently being accepted at the site. A Temporary Disaster Debris Site (DS76-004, Gold Hill Road) is located nearby and has been activated but not utilized at this time. 5. Acceptance of the vegetative storm debris and processing of the materials is in accordance with the permit and requirements. Monitoring of incoming vegetative waste has been conducted in accordance with FEMA disaster reimbursement procedures. 6. The facility has accepted approximately 5,000 tons (25,000 cubic yards) of storm debris. The collected material is being ground for boiler fuel sales. 7. No disposals are being conducted in the old LCID Landfill area. The area is being mined for topsoil, and utilized for mulch processing and topsoil processing. 8. Discussed landfill construction and partial closure of specific areas (2.9 acres as noted in the Permit to Operate). 9. The permitted area of the Construction and Demolition Landfill consist of 9 acres. Currently 7.7 acres has been constructed to grade and is being utilized for landfill operations. Final grading and construction of the remaining 1.3 acres will be completed after removal of a temporary storage building and minor rerouting of adjacent the landfill perimeter road. The facility is in the process of moving the building and equipment in order to proceed with construction. 10. Adequate intermediate cover and vegetative cover inactive areas. The 2.9 acre area of landfill side slopes has reached permitted contours, has adequate compacted soil cover, and has established vegetation. 11. Closure of the 2.9 acre area should be given immediate attention. His contact information: john.murrayAncdenr.gov, or 704-235-2163. 12. Approximately 200,000 cubic yards of airspace has been utilized in the permitted 9 acre Construction and Demolition Landfill. Approximately 230,000 cubic yards of permitted airspace remains for future disposal operations. 13. All appropriate signs in place for facility entrance and facility traffic. 14. Roadways in all areas of the facility well maintained. 15. Windblown materials adequately controlled and collected. A periphery fence has been constructed to contain windblown material in the area of most common prevailing winds. 16. Observed wood processing, concrete processing, top soil blending, and processed material storage areas. All processing and storage area appeared to be well maintained.
