STATUS OF PERMIT:
Active, permit issued March 21, 2009 and expires on July 21, 2014. No later than March 21, 2014 submit to the
Division an application for permit review.

Comprehensive inspection of a Construction and Demolition Landfill

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1 . The permit issued on July 21, 2009 is for the operation of Phase I cells 1-8, and for the
construction of Phase 2A. In 2009 Phase 1 and 2 were combined into one parcel.
2. Certified Operators are: Michael Warren expires 8/27/2015, Sheila Smith expires 8/27/2015,
Tracy Shaw expires 8/27/2012, John James Whitehurst Jr. expires 10/16/2015 and Wayne Bell
8/27/2015.
3. The facility is permitted to receive up to 300 TPD, it is receiving 110 TPD at this time.
4. The service are includes Beaufort, Bertie, Bladen, Brunswick, Camden, Carteret, Chatham,
Chowan, Craven, Cumberland, Currituck, Dare, Duplin, Durham, Edgecombe, Franklin, Gates,
Granville, Greene, Halifax, Harnett, Hertford, Hyde, Johnston, Jones, Lenoir, Martin, Nash, New
Hanover, Northampton, Onslow, Pamlico, Pasquotank, Pender, Perquimans, Pitt, Sampson,
Tyrrell, Vance, Wake, Warren, Washington, Wayne, and Wilson Counties
5 . The normal operating hours are 7:OOAM to 4PM M-F and 7AM to 12PM Saturday.
6. The permit and operations plan were reviewed and were kept in a convenient location for staff
access.
7. EJE Recycling has revised their waste screening program to prevent contaminated soil from being
accepted and used for cover.
8. Phase 1 of the landfill has stopped receiving waste and is in the process of being closed, waste
is now being accepted at Phase 2A.
9. The GW wells MW-ls, MW-ld, MW-2, MW-2d, MW-3A, MW-3s, MW-3d, MW-4, MW-5,
MW-6, MW-7, MW-8, (phase 1) and MW- 9A, MW-10, MW-11, MW-12, MW-13, MW-14,
MW-14d, (phase) . The wells that were checked were locked. The area around some of the
GW monitoring wells needs to be cleared of brush.
10. The Edge of waste markers have been installed and are visible.
11. A GW assessment plan was submitted to the Division on 6/22/2009.
12. The working face was small.
13. There was uncovered waste material scattered on site particularly along the base of the
slope around the working face noted on the October 11, 2012 inspection. This waste has
been covered.
14. The facility needs to measure and record rainfall as specified in the Ops Plan.
15. The records look good.
16. The cover is much improved as noted in item #13.
