Permit expires on July 30, 2014. Documents for permit renewal must be submitted on or before February 28, 2014. PURPOSE OF SITE VISIT: Comprehensive Audit of a MSW transfer facility STATUS OF PAST NOTED VIOLATIONS: NONE OBSERVED VIOLATIONS NONE FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The Permit and Operations Plan were on site at the time of the audit. 2. Waste must be transferred to East Carolina Regional Landfill in Bertie Co. permit #08-03. 3. The facility is permitted to receive up to 700 TPD. 4. The hours of operation are M-F 6:OOAM to 8:OOPM and may operate on Saturday if needed. 5. The service area includes Nash, Edgecombe Counties and the Town of Enfield. The permit calls for waste to be transported to the Eastern Carolina Landfill in Aulander or any lined MSWLF owned by Republic Services Inc. 6. Signage is according to the permit. 7. Fire protection is by two fire extinguishers in the transfer building plus a 2 inch hose bib. Both fire extinguishers were charged. 9. The overhead lights are functioning properly. 10. The walls and ceiling of the building were fairly clean. 11. The oil water separator failed during hurricane Irene, probably due to the power going on and off. This has been repaired and was tested during the audit and appears to be functioning properly. 12. Blown paper was observed around the facility, the paper needs to be cleaned and policies implemented to keep this under control. 13. White goods are being collected at the facility. 14. The tipping floor needs cleaning. 15. A Contingency plan was included in the Ops Plan. 16. The Waste screening plan needs to be up dated. Records need to be kept of random inspections and inspections conducted as specified in the plan. 17. Haul trailers need to be kept covered and make sure that they do not leak. 18. Flies were observed in the area, a program of vector control needs to be implemented. Please contact me if you have any questions or concerns regarding this inspection report.
