STATUS OF PERMIT:
Land Clearing and Inert Debris (LCID) Landfill Notification recorded with the Person County Register of Deeds
September 30, 2002. Current Status of LCID is active.
PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS: NA
OBSERVED VIOLATIONS: None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The LCID landfill is atop a closed demolition landfill, number 73-C.
2. The LCID appears to be inactive.

3. Per 15A NCAC 13B .0564(9)b, "The facility shall meet the following buffer requirements: 100 feet from the
disposal area to property lines, residential dwellings, commercial or public buildings, and wells." The property
line buffer requirement is applicable to adjacent property owned by the same person(s). Permanent, easily
visible, within line of site, edge of waste markers must be established to show the less than 2 acre area
where waste can be placed.
4. Per 15A NCAC 13B .0566(4), "Adequate soil cover shall be applied monthly, or when the active area reaches
one acre in size, whichever occurs first." Uncovered debris piles need to be covered immediately.
Uncovered piles of concrete and brick need to be used right away, covered with soil or stored at a
different location.
5. Per 15A NCAC 13B .0563(1)a, "The facility is to be operated for the disposal of land clearing waste, inert debris,
untreated wood, and yard trash." Painted wood must be removed and disposed of properly. Unacceptable
wastes must be removed as they are found.
6. The facility sign with contact information has been damaged and knocked down.
7. If the LCID is closed, the disposal area shall be covered with a minimum of one foot of suitable soil cover
sloped to allow surface water runoff in a controlled manner and ground cover established to prevent
erosion. Trees and stumps on top of waste need to be cut back and vegetation needs to be mowed within
30 working days.
8. If the LCID landfill is no longer in operation, please contact Mary Whaley with the Solid Waste Section, ,
