The items) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS:
1. Conducted inspection of facility, accompanied by Mr. Gardner. Observed landfill disposal operations on
east portion of Cell 12, including delivery of waste via transfer trailers, operation of tippers to discharge
waste from trailers, and placement and compaction of waste into the working face area by landfill heavy
equipment. Mr. Gardner said that they are working toward establishing the final elevation and eastern limits
of disposal, according to design.
2. Observed that the active working -face covered an unusually large area at the time of inspection. Mr.
Gardner said that waste is being moved across a greater -than -usual distance, from the tipper area toward
east end of Cell 12, because landfill staff are working to establish the eastern, top edge of the cell. He
explained that waste was being compacted in lifts along slight but lengthy rise, building toward the final
design elevation, so that sufficient compaction of waste is achieved as the top -corner edge is built. Once a
well -compacted area of suitable size is established at the east end of Cell 12, truck turn -around and tipper
operations can be moved to that area, and waste placement operations then will proceed westward across the
cell from its eastern limits. Mr. Gardner said that, despite the larger -than -usual working face area, staff
would be able to cover the exposed waste on a daily basis, as required.
3. Appropriate waste types were observed in the working face area, with the exception of 5 tires. Mr.
Gardner radioed equipment operators to remove these tires as well as any others from the disposal area as
soon as they are spotted. Observed that Mr. Gardner and other staff promptly removed all tires noted during
the inspection. Mr. Gardner pointed out a spot between the tippers where tires and other unpermitted wastes
that are pulled from the working face are staged until they are removed at the end of daily operations.

4. Observed that windblown waste was not a problem at the time of inspection and that stationary and
moveable litter -control fences and devices are utilized adjacent to the working face disposal area.
5. Observed that some areas, where Posi-Shell is used as daily cover material, need thicker applications, or
application from more than one direction, to adequately cover waste.
6. Observed a few spots adjacent to the current truck turn -around area atop the landfill where stormwater
runoff had collected. Regularly monitor inactive landfill surfaces for subsidence and/or erosion and take
prompt actions to restore proper drainage of runoff.
7. Observed some areas where existing daily or intermediate cover material was no longer adequately
covering waste due to weathering and/or settling. Monitor such areas and apply additional soil or
alternative cover as often as needed to keep all waste covered.
8. Observed that repairs were underway on eroded areas of landfill slopes. Mr. Gardner pointed out one
recently -repaired spot where a high volume of stormwater runoff had dislodged a slope drain from its outlet
on the contoured drainage -control berm. He also pointed to other places where berms had been repaired to
maintain control of surface runoff, and said that these and other repaired areas were promptly re -seeded to
establish vegetative cover upon completion repair operations.
9. Mr. Gardner explained that overseeding ofthinly-vegetated areas on landfill slopes had been underway
for several weeks.
10. Observed that sediment basins appeared to be functional and well -maintained.
11. Observed that the Yard Waste Treatment and Processing area, located in the soil -borrow area west of
the landfill, was neat and orderly. Observed that a minor amount of stormwater runoff was ponded at the
toe of the waste staging pile. Operational -area surfaces need to be maintained to direct runoff away from
waste -staging, processing, and wood -product storage areas. Also observed that a sign is in place identifying
the Yard Waste area, with instructions for unloading waste.

12. Observed that landfill access and service roads, including the truck turn -around pad, appeared to be
well -maintained. Dust was not observed to be a problem during the inspection.
