You are hereby advised that, pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Statute or Regulations. If the violation(s) noted here continue, you may be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Transfer Station. AREAS OF CONCERN AND COMMENTS: TRANSFER STATION: 1. Please ensure that an individual trained and certified in facility operations is on -site at all times during operating hours of the facility, in accordance with the requirements in NCGS 130A-309.25 and in accordance with Condition 5 in Part I, of Attached 3 of the facility's Permit to Operate issued on April 6, 2009. 3. Access to the facility is through the McDowell County Convenience Center, located at 3809 NC Hwy 226 South, Marion, NC 28752. 4. The facility is taking in approximately 150-tons of waste per day which is within the current Operations Plan's peak estimated daily volume of 225-tons. 5. Current tipping fees are $40/ton for C&D and $44/ton for MSW. 6. Waste screening at the transfer station is done weekly and the records are maintained at the transfer station. This is in accordance with the approved operations plan for the facility which requires that "the County will screen a minimum of 1 % of the incoming loads in accordance with procedures approved by the State Solid Waste Section." 7. The access road is well maintained in good condition and dust from the road is well controlled. The permit number, hours of operation, and acceptable materials signage was legible and prominently displayed at the facility entrance. 8. There is a water supply holding tank (believed to be 2,500-gallons) on site is used to supply wash -down water for the transfer station. 10. Leachate and wash down water from the transfer station is captured by two floor drains in the receiving bay and directed to one 2,000-gallon underground storage tank (UST) that is located immediately north of transfer station. 11. The floor drains were free of debris and appeared to be operational. 12. The contents of the leachate UST are pumped out as needed and introduced into the Marion sanitary sewer system before being treated at the wastewater treatment plant. 13. There are multiple cracks in the tipping floor which are in need of repair. (Photos #3 and #4) 14. The service area for the transfer station is limited to McDowell County. 15. Fire response is provided by the Marion Fire Department. 16. All wastes are taken to the Foothills MSW Landfill in Lenoir, NC. 17. The wastes are hauled by HILCO Transport, Inc., out of Greensboro, NC to the Foothills landfill. R...;.;, Rom., 1. Looking (NW) at the transfer station from the access road. 3. Note the yellow field book (4 '/2" X 7 'h") for scale. 18. The transfer station was actively receiving wastes during the audit. 19. No prohibited wastes were observed during the inspection. 20. There windblown litter around the transfer station is well controlled. 21. The interior walls of the transfer station are in need of cleaning. Looking across the tipping floor at the interior southern wall of transfer station which is in need of cleaning. YARD WASTE TREATEMENT & PROCESSING AREA: 22. Cason Company of Marion is under contract with the county to grind the yard waste and clean wood waste. These wastes are ground on site by approximately once a year. Cason Company is responsible for the final disposition of the material. Approximately 1,000-1,200 tons of boiler fuel & mulch are generated each year. (Photo #7) 7. Looking (SW) at the white goods collection area (in the center back) and the scrap metal area (across the bottom). 23. Mountain Metals Recycling of Asheville is under contract with McDowell County to collect the white goods as needed. (Approximately once every year.) Mountain Metals Recycling also removes refrigerant gases (CFCs) from all refrigeration units. SCRAP METAL: 24. Creative Recycling of Charlotte collects all of the scrap metal. Scrap tires are collected by the McDowell County Department of Public Works (located adjacent to the Transfer Station on NC Hwy 226 South) for final disposal at the US Tire facility in Concord, NC.
