May 28, 2021 Mr. Mark Delehant Burke County General Services Director P.O. Box 219 Morganton, NC 28680 RE: Burke County, Johns River Landfill Permit Number 12-03 Second Quarterly Landfill Gas Monitoring Report of 2021 Project No. 2202300.00, Phase: 04 Dear Mark: LaBella Associates (LaBella) is submitting the attached methane monitoring results for Johns River Landfill, Permit Number 12-03. The 2021 second quarter landfill gas monitoring event was performed on May 5, 2021. During this event, gas probes GP-1S, GP-1D, GP-2S, GP-21, GP-2D, GP-4, GP-5, GP-6, GP-7, and GP-8 were monitored in accordance with the facility's Landfill Gas Monitoring Plan. The facility buildings, including the scale house (GMP-1), the shop (GMP-2), the office GMP-3), the shed (GMP-4), the shooting range (GMP-13), and the Recycling Center (GMP-14) were also monitored on May 5, 2021, as were ambient air monitoring points GMP-5 through GMP-12. The locations of the gas probes and monitoring points are depicted in Drawing 1. The monitoring data for the gas probes and buildings are summarized in the attached Landfill Gas Monitoring Data Forms. Methane was detected above the lower explosive limit (LEL) in gas probes GP-2S, GP-21, GP-2D, GP-4, and GP-5. There were no detections or exceedances of methane in the remaining probes, structures, or monitoring points. Methane detections and exceedances are summarized in Table 1 and Table 2, respectively. Hydrogen sulfide was detected at 1 ppm in GP-21, GMP-11, and GMP-12; however, there were no LEL exceedances, nor were there any exceedances of OSHA workplace limits for hydrogen sulfide. OSHA established an eight -hour permissible exposure limit -time weighted average (PEL-TWA) of 10 ppm and a 15-minute short-term exposure limit (PEL-STEL) of 15 ppm for exposed workers for hydrogen sulfide. Hydrogen sulfide detections are summarized in Table 1. Gas probes GP-2S, GP-21, and GP-2D are a nested set located in close proximity to waste in the old C&D-over-MSW landfill and are not considered boundary probes. GP-4 is located between the two landfills and is also not a boundary probe. GP-5 is located northwest of Phase 1A of the C&D Expansion Landfill and approximately 960 feet from the nearest property boundary. We recommend monitoring the shed near GP-5 as an additional monitoring point (see Drawing 1), and continuing to monitor GP-5. If the exceedance at GP-5 persists, we recommend installing a new gas probe northwest of GP-5, between GP-5 and the nearest property boundary. 2211 W. Meadowview Road #1o1 i Greensboro.
