STATUS OF PERMIT:
The initial letter from the Solid Waste Section acknowledging the Yard Waste Notification, was issued on September
13, 2013. The Notification has been submitted for 2016-2017. Yard Waste Notifications must be submitted on a
yearly basis, by June V.
PURPOSE OF SITE VISIT:
Comprehensive inspection

OBSERVED VIOLATIONS

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
1. The site is divided into two areas with leaves on the south side and other yard waste on the north side and an
access road running between them.
2. Clearly visible edge of waste markers were present at the site and all waste is contained within the boundaries.
3. There were some visible unacceptable wastes including plastic bottles, painted wood and other misc. items.
The unacceptable wastes must be removed at least on a daily basis, but removing after each load is dumped is
preferable.
4. There were some grass clippings observed in the leaf area. Grass clippings and all debris resulting from
landscaping, must be composted, if given out to the public. If the material is going for boiler fuel, it does
not need to be composted. If any of the material to be ground, has the landscaping debris included, it cannot
be distributed to the public unless composted. Mr. Chalker stated that they would establish an area for grass
clippings and other landscaping debris and that this material would be composted with temperatures and all
other composting procedures documented.
5. There are trash cans at the site for all of the unacceptable wastes that come in with the leaves and other yard
waste.
6. The leaves should be kept in smaller windrows (height wise) to prevent the possibility of spontaneous
combustion.
7. There is emergency vehicle access around the area.
8. The rest of the yard waste was being ground and removed for boiler fuel.
9. All required setbacks appear to be met.
7. The site appears to be well run.
