Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 1. The closed MSW landfill was a trench system landfill. The landfill to the south side of the access road received waste until October of 1993. The landfill to the north of the access road stopped receiving waste prior to October of 1993, except for the disposal of the demolition debris of a hospital in 1995. There is a mound evident where the hospital debris was deposited. 2. The `edge of waste' markers are clearly visible. 3. Methane is being pumped and vented to the air. The methane was being sampled monthly by Melvin Nichols, who has retired. Insure that the methane monitoring device is calibrated per manufacturer's recommendations and prior to any sampling. Monitoring records are to be readily available. 4. There were many areas of ponding water over waste, in the landfill to the north side of the access road. These areas need to be filled with soil and the landfill should be graded to prevent any further bonding of water. It is suggested that a regular schedule be maintained for the monitoring of any future subsidences at the closed landfill, in order to repair the areas and prevent any ponding of water over waste. 5. The woody plant growth on the landfill on both sides of the access road had been removed- very good. The landfill had been recently mowed- very good. 6. There was some slight erosion close to the access road which should have groundcover established. This was commented on in the last inspection. Corrective actions are necessary. 7. The Monitoring wells were not checked during this inspection. Insure that all of the monitoring wells are easily accessible, tagged and locked. The groundwater and methane monitoring wells need to be clearly labeled at the wells, according to the site plan. 8. The site is located on the same tract of land as the transfer facility. Gates are in place to keep people out when the transfer facility is closed. 9. There were several bare areas on the LF to the south side of the road. These areas need to have ground cover established on them. This has been commented on in the past. Corrective actions are necessary. 10. There is a load of waste that has been dumped on the paved area at the old borrow area. This needs to be removed and disposed of properly.
