STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS NONE FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section G Vl G The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C. G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility is operated by First Tee Transport, LLC. 2. Hours of Operation: 6:00 AM to 7:00 PM Monday through Saturday. 3. The facility is permitted to receive municipal solid waste from Cabarrus, Cleveland, Gaston, Iredell, Lincoln, Mecklenburg and Union Counties. 4. Waste can be transported for final disposal to the Palmetto Landfill in Elgin, South Carolina; the Richland County Landfill in Elgin, South Carolina; or to the Charlotte Motor Speedway Landfill V in Cabarrus County; North Carolina. 5. Fire response is provided by the Ranlo Fire department. 6. The facility is on municipal water and there is a high pressure water hose inside of the transfer station. 7. The facility is currently accepting approximately 150 tons of waste per day. 8. A "Contingency Plan for Managing Unauthorized Wastes" is maintained in the scale house. 10. Records of random waste screenings were reviewed. Wastes are typically screened two to three times a week. 11. The facility was actively accepting waste during the audit. (Photo #1) 12. No prohibited wastes were observed during the audit. 13. (Note the clean & well maintained tipping floor.) 2. Looking behind the push wall on the left side of the transfer station. (Note the minor amounts of trash that must be removed.) A small amount of trash was observed behind the interior push wall on the north side of the transfer station. Please ensure that all waste is removed from behind the push walls, and properly disposed of, at the end of every operational day. (Photo #2) 15. There was no evidence of any vectors (flies, rodents, insects or other vermin) in or around the transfer station. 16. Leachate and wash down water are collected in a trench drain across the entrance to the transfer station (Photo #3) and in two floor drains in the receiving bay (Photo #4). These drains feed into a 1,500-gallon underground storage tank (UST) located behind the station. This UST serves as a "grit chamber" to settle out any solids before the liquids flow into an adjacent underground oil -water separator (Photo #5). The outfall from the oil -water separator is direct piped to the Gastonia waste water treatment plant for final treatment and disposal. The "grit chamber" UST is pumped out approximately twice a year. Safety-Kleen Systems, Inc. last pumped out the UST approximately seven days ago. 3. Looking at the trench drain that runs across the entrance to the transfer station. 5. Looking at the access points to the "Grit Chamber" and the oil -water separator located behind the transfer station. 4. One of two floor drains in the receiving bay. 6. Looking at the back of the transfer station. Note the broken and loose insulation batting on the upper back wall. 17. The upper back wall of the transfer station has been lined with insulation batting to deaden the noise from the facility. This insulation is covered with soot and grime. Efforts to clean the upper back wall, has caused the insulation to become loose, broken and in some areas, missing (Photo #6). The facility must develop and initiate procedures to ensure that the insulation is maintained in a clean and sanitary condition at all times. While the facility is permitted to accept medical waste, they do not currently accept any medical waste. Scrap Tires 19. While the facility is permitted to receive tires and scrap tires, other than removing the occasional tire from the municipal solid waste stream, they do not currently accept tires.
