STATUS OF PERMIT:
Active; issued 30 January 2009, expires 30 January 2014. A complete permit review request including updated
facility, operations, and waste screening plans is due on or before 30 September 2013. This application must comply
with the rules and regulations in effect at the time of the application.

ADDITIONAL COMMENTS
1) This is a solid waste transfer facility and is permitted to receive Municipal Solid Waste, Construction &
Demolition Waste, Scrap Tires, and Yard Waste generated in Carteret, Craven, and Pamlico Counties.
2) This facility does not accept asbestos containing wastes.
3) All waste, with the exception of scrap tires which are hauled directly to the tire disposal facility, is transported

to the Coastal Environmental Partnership MSW Landfill, permit #25-09 in Tuscarora, Craven County, NC.
4) Proper signage including the facility permit number, accepted waste types, banned or excluded items, hours of
operation, and the emergency contact number is posted at the facility entrance.
5) The facility is secured by means of a locked gate at the facility entrance.
6) The hours of operation are Monday through Friday 7:30 AM to 4:30 PM and Saturday 7:30 AM to 12:00 PM.
7) The facility access road is of all weather construction and is being maintained in overall good condition.
8) This facility is currently receiving +/- 385 tons of waste per day.
9) The certified operators are as follows:
Frederick E Fulford Jr: Certified Transfer Station Operations Specialist; expires 17 September 2013

10) The tipping floor and push walls are cleaned and washed down daily.
11) There are four fire extinguishers in the transfer station for fire suppression; two stationed at the entrance to the
tipping floor, and two stationed at the entrances to the trailer loading bay. All four fire extinguishers read a
full charge.
12) There are fire extinguishers stationed in each loader and yard tractor.
13) There are four hose bibs in the transfer station for washdown and fire suppression. Two are located at the
entrance to the tipping floor and two are located at the entrances to the trailer loading bay.
14) The trailer loading area is cleaned of any waste overflow as trailers are removed from the bays for transfer
and at the end of the workday.
15) Waste received at the facility is loaded into the transport trailers in a timely manner.
16) Recyclable metals and unacceptable waste streams are removed from the facility daily.
17) Areas of excessive wear were noted in various areas on the tipping floor; exposed re -bar was noted at the
loading bay edge of the tipping floor. *Plans for maintenance/repair of the worn and eroded areas of the
tipping floor should be initiated as soon as possible.
18) Although no leachate or standing liquids were noted in the trailer loading bay, the leachate drain was noted as
being partially blocked with sediment. *To provide for positive drainage and collection of leachate, please
ensure that all drains are kept clear of sediments and debris.
19) Leachate is collected on -site in an above ground storage tank and is pumped down and hauled for treatment as
needed.
20) This facility maintains an adequate number of trailers on site to properly manage the volume of waste
received during operating hours.
21) Access around the facility is generally stable.
22) Windblown debris is collected and returned to the transfer station daily. No windblown debris was noted as
leaving the facility.
23) All yard waste collected on site is hauled, 2-3 times per week, to the Coastal Environmental Partnership
Compost Facility, permit #25-09, in Craven County for grinding and composting.
24) Wood pallets are stored in an area adjacent to the yard waste collection area. These pallets are removed as
needed and hauled to the Coastal Environmental Partnership Compost Facility, permit #25-09, in Craven
County where they are ground for use as boiler fuel.
25) Scrap tires are collected and placed into trailers for direct haul to the tire management facility.
26) Digital photographs were taken during this facility audit; please see photographs attached below.
27) *Corrective actions are required as a result of this audit.
