The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
1. Facilities operating under a yard waste notification and accepting yard trash (landscaping debris), are required
to operate in accordance with 15 NCAC 13B .1406 and 1404(a) (1)-(9), if the composted material is to be
used by the public. If the material is ground and used for boiler fuel, temperature records do not have to be
kept. If yard trash is not included with the material to be ground, the ground material could be used for
mulch.
2. I suggest you call Jason Morris, Northampton Public Utilities, to coordinate schedules for the grinding of the
waste.
3. The under 2 acres, edge of waste markers are to be permanent and easily visible (some sites use 4 X4's with
bright colored paint on them). Markers must be established within 30 days of receipt of this report.
4. There is a 50 foot minimum setback from the property lines.
5. Miscellaneous debris was observed, including painted wood, telephone poles, manufactured wood products,
etc. A site shall only accept those solid wastes that it is permitted to receive. Unacceptable debris must be
removed and disposed of at a permitted facility. It is strongly recommended that the Town remove any
unapproved waste when trucks dump. Store the telephone poles outside the fifty foot buffer of the yard
waste area.
6. There is a chain link fence around the site.
7. The site has also been approved as a temporary disaster debris site for vegetative debris.
8. There is a sign at the gate with an emergency contact number listed.
