PURPOSE OF SITE VISIT:
Comprehensive inspection
STATUS OF PAST NOTED VIOLATIONS:
Facility was cited for storing and processing an amount of silviculture waste exceeding 6,000 cubic yards per quarter.
Presently approximately 2,500 cubic yards of silviculture waste stored on site. Silviculture material received at the
facility, and stored as saw timber is not included in the regulated volume of waste. Previously chipped material
brought to the site for redistribution or processing prior to redistribution is not included in the regulated volume.
OBSERVED VIOLATIONS:
No violations observed.

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
admitusttative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes, Further, the facility and/or all responsible parties may also be subject to
eaPorecraent actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
Charles I. Dial performed a facility audit on June 24, 2014, to verify compliance with the North
Carolina Solid Waste Management Rules 15A NCAC 13B .0302 - Operational Requirements for
Yard Waste Notification Facilities. David Cadieu attended inspspection. Cadieu Tree Experts grinds
silviculture waste to produce mulch. The facility also receives wood selected for saw timber. Additionally,
the facility receives chipped wood for redistribution or further processing and redistribution. The facility is
presently engaged in site development activities to comply with The city of Charlotte Zoning ordinance.
The facility has a site plan stamped approved by City of Charlotte.
1. Observed facility has adequate access controls; facility is not open to public. Fence with gate is
present. Signage present.
2. Observed approved silviculture waste on site. No unpermitted waste was observed.
3. A 50-foot minimum buffer is required between all property lines and compost (mulch) areas.
Observed material received as processed material appears to be located less than 50 feet from one
property line. This material is not subject to the YWN buffer requirements. Stored silviculture waste
and processing activities comply with buffer requirements.
4. A 25-foot minimum distance is required between compost (mulch) areas and swales or berms to
allow for adequate access of fire -fighting equipment. Proper fire lanes are maintained.
5. Observed access via all-weather, gravel road was maintained.
6. Surface water shall be diverted from the operational, compost (mulch) curing and storage areas.
Observed adequate drainage is available on the site.
7. No soil erosion or runoff observed on site.
8. The facility shall document the amount of waste received for processing. Daily records must be
maintained in order to produce quarterly and yearly reports.
