The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
1)The YW notification was submitted on July 2, 2015 and is current at the time of the sending of this report. The last
notification was last submitted in 2011. The Town of Edenton must submit a YW notification annually as
required.
2) The property owner is the Town of Edenton parcel ID # 689500134466 and is recorded in Deed Book 154
Page 888.
3) The facility appears to be getting little management. Clean loads of leaves can be passively composted in
"static piles" which require minimum management. Davidson said plans are to bring a bulldozer to the site
shortly and place the material into static piles.
Temperatures should be checked to prevent spontaneous combustion and require turning annually. There
should be a separate pile for each year. Composting normally takes from six to twelve months. It is best to
collect leaves and other yard waste separately.
4) Large volumes of grass clippings and waste with a low carbon nitrogen ratio will need to be composted as is
listed in item 4.
5) Yard waste facilities shall follow the time and temperature requirements listed in 15A NCAC 13B .1406(10)
for all yard trash feed stocks. The temperature requirements include the compost process being maintained at
or above 55 degrees Celsius (131 degrees F) for 3 days and aerated to maintain elevated temperatures. Yard
trash is defined within 130A-290(a)(45) as solid waste consisting solely of vegetative matter resulting from
landscaping maintenance. Leaves from landscaping maintenance and grass clippings are considered yard trash.
6) Brush and woody waste should be piled separately for future grinding.
7) An end user needs to be found for composted yard waste and any ground mulch so that it is not left
permanently on the site.
8) Keep any waste other than yard waste or vegetative debris out of the facility. There was very little unapproved
waste on this site.
9) Keep the yard waste area well drained.
10) Control access to the site to keep citizens from dumping waste in the facility.
