Rubin Sustainable Environmental Solutions STATUS OF PERMIT: The Approval was granted in a letter dated December 20, 2012. This approval expires on December 14, 2013. If an extension is needed beyond that date a request must have been submitted by September 14, 2013. PURPOSE OF SITE VISIT: Inspection of Composting and land application site STATUS OF PAST NOTED VIOLATIONS: NONE OBSERVED VIOLATIONS NONE FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section G Vl It The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: 1. This approval is for the composting of vegetative waste generated at the facility including tobacco dust, stem, culled leaf, grass, stalk and suckers. Other vegetative waste generated on site may be included in the composting operation. 2. Initial aeration is accomplished by a front-end loader. Ongoing aeration is accomplished by forced air windrow aerators. 3. Large areas of the ULNA Campus have been designated for land application of tobacco dust. Compost can be land applied in areas designed as buffers for the tobacco dust application sites 4. ULNA has a leachate contingency plan included in the application. If the efforts listed in the application are not effective or cost effective UNLA will cease composting operations and dispose of the vegetative material in a solid waste facility permitted to receive this type of waste. Ensure that the site is properly graded so that leachate does not pond in the composting area. 5. A request for extension has been submitted.
