PURPOSE OF SITE VISIT: Comprehensive audit STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: 1. 15 A NCAC 13B .1406 (8) (A) states "Signs providing information on waste that can be received, dumping procedures, the hours during which the site is open for public use, the permit number and other pertinent information shall be posted at the site entrance. 15 A NCAC 13B .1406 (8) (C) states `Signs shall be posted stating that no hazardous waste, asbestos containing waste, or medical waste can be received at the site." The site is not open to the public, in which case, the sign must have at least, the permit number, an emergency contact number, and `no hazardous waste, asbestos containing waste, or medical waste can be received at the site' written. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: 1 This was an inspection of a small Type 3 compost demonstration project whose application for the compost project was submitted to the Solid Waste Section with a revised date of March 5, 2009. 2. The materials to be composted include dewatered septage and/or grease with a bulking material. The bulking material being used at this time is wood chips supplied by Asplundh. 3. Composite samples of compost were tested according to the rules. The results were reviewed and all were within established limits. 4. Temperature records are kept and the logs were reviewed during the audit. 5. The area being used to compost and store product is under two acres. The finished `product' is being kept at the site for several years prior to its future use as a Class A product. There is a pile of sand and soil on the site which is mixed in with the final product. 6. The compost method being used is the windrow method. The windrows are 5-7 feet high, approximately 40 feet in length and approximated 9 feet wide. 7. The dewatered sludge mixed with the bulking material is brought out to the area where the windrows are formed, on a concrete access path and stored on the concrete for another 24 hours or so to allow further dewatering, prior to being windrowed. 8. The site is approximately 'r/2 mile off of the main road. There was not a heavy offensive odor to the site. 9. Easily visible markers should be established to show the boundaries of the compost area. 10. There were two or three small areas of ponding water. The site must be kept graded to prevent any ponding of water. 11. There was a pile of boards to the back of the site that needs to be removed. 12. Insure that a minimum of 25 feet, for emergency vehicle access is maintained around the site. 13. The access road was in good condition. 14. Insure that there is a 100 foot buffer between all parts of the compost site and any property line. Please contact me if you have any questions or concerns regarding this inspection report.
