Aufderhaar, P.G., Environmental Program Consultant North Carolina Department of Environmental Quality Division of Waste Management 1646 Mail Service Center Raleigh, North Carolina 27699-1646 Re: Remedial Action Progress Report, 2021 First Quarter Former Seaboard Chemical and Riverdale Drive Landfill Site Jamestown, Guilford County, North Carolina Dear Mr. Aufderhaar: The Seaboard Group II and the City of High Point are providing this 2021 First Quarter Remedial Action Progress Report for the former Seaboard Chemical Corporation facility and the closed Riverdale Drive Landfill located in Jamestown, NC. During the first quarter of 2021 the mechanical and phytoremediation treatment systems processed 4,159,898 gallons of extracted groundwater and leachate. Also during the first quarter of 2021 the following shutdown exceeding one day in duration occurred: Date Duration Reason for Shutdown January 9, 2021 2.1 days Automatic — Power failure February 13, 2021 2.2 days Automatic — Compressor control board failure March 8, 2021 1.0 days Manual — Media replacement and tank cleaning March 20, 2021 1.5 Automatic — Hi level signal at tank T-703 On March 3, 2021, an inspection of the site was conducted by Mr. Daniel Girdner, Environmental Specialist with the NC Hazardous Waste Section. The inspection did not indicate any regulatory violations; however, recommendations regarding maintenance items on two monitoring wells and removal of leaf debris on the concrete cap covering Pond 3 at the former Seaboard Chemical facility were provided. These recommendations will be addressed during the second quarter of 2021. Also during the first week of March 2021, additional trees were planted within and adjacent to the phytoremediation zones. A total of 200 loblolly pines were planted in various zones to fill in sparsely vegetated areas. An additional 200 hybrid willows were planted along drainage areas on the periphery of the east and west lobes of the phytoremediation zones to uptake any excess runoff. These activities are considered routine maintenance of the phytoremediation system. The attached figures provide the results of the full scale operation of the treatment system during the first quarter of 2021, including: Operating Data, Process Flow Data, Static Water Level Data, System Chemistry, Utility Use Data, and Contaminant Removal Efficiency. Averages calculated from a greater number of samples show that influent and effluent mass are essentially equal, as expected.
