You are hereby advised that, pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Statute or Regulations. For the violation(s) noted here, you may be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. AREAS OF CONCERN AND COMMENTS: On May 13, 2009, John Patrone met with Cheri Cranfill, Mark Tabaczynski, and Rockie Southern and conducted a comprehensive audit of the Yadkin County Solid Waste Transfer Station located at Landfill Road in Yadkinville, Yadkin County. 1. The facility is permitted to receive municipal solid waste (MSW) generated within Yadkin County and the neighboring counties. Ms. Cranfill explained that the neighboring counties are defined as: Wilkes, Surry, Forsyth, Davie, and fredell. 2. All MSW must be transported for disposal at the Allied — Charlotte Motor Speedway Landfill V (No. 13-04) or any lined MSW landfill owned by Republic Services, Inc. permitted to receive waste from the aforementioned service area. 3. The facility site plan was reviewed and its operations plan discussed. 4. The facility has two Certified Transfer Station Operations Specialist personnel: Cheri Cranfill (Yadkin County) exp. May 2012 - Continuing Education Units (CEUs) earned April 13 & 14, 2009 and Rockie Southern (Transfer Station Operator) No. TS-2003209 exp. July 2012 - Continuing Education Units (CEUs) earned April 13 & 14, 2009. 5. The facility ships -out — four trailers a day. During the inspection there was one trailer being filled and one empty trailer on -site. 6. The facility maintains daily records of the amount of MSW received. The daily records are summarized into monthly reports. Records were reviewed for 2009 (January through May 121h). Facility throughput is — 75_TPD. 7. Waste screening reports were reviewed for 2009 (January through May 12'h). During the inspection the facility conducted a waste screening. 8. Ms. Cranfill stated that the transfer station is swept -down daily. There appeared to be no build-up of residue on the floor, walls, or ceiling of the transfer station. 9. During the inspection no windblown material was observed. 10. Leachate is collected in a 1,000 gallon underground storage tank (UST) and pumped into a 250 gallon tanker truck weekly. The Leachate is brought to the Town of Yadkinville waste water treatment plant (W WTP). 11. The facility tests the leachate for pH, temperature, and constituents bi-weekly. Records were verified for 2009 (January through April). 12. Metal Recycling Services collects the facility's scrap metal and removes Chlorofluorocarbons (CFCs) from white goods. A record dated October 2008 for the removal of CFCs, via tanks shipped from Metal Recycling Services to Hudson Technologies Company (NY), was reviewed. 13. Scrap metal is currently being stored on the ground. Ms. Cranfill stated that the County may contract with another scrap metal hauler. With a change in hauler, the facility would like to have a designated "scrap metal area" atop a cement pad and/or roll -off type container. 14. Scrap tire certifications were reviewed for 2009 (January through May, to -date). Ensure that the hauler or merchant identification number is written on all scrap tire certification forms. Scrap tires are stacked in trailers and scrap tires on rims are stacked/stored undercover (until the rims are removed). 15. Batteries are stored on a pallet adjacent to the transfer station. 16. The facility operates a recycling center that collects cardboard, plastic No. 1 and No. 2 bottles, aluminum and steel cans, pesticide containers, and used motor oil. The recycling area appeared clean and orderly. The facility collects recyclables in large cinderblock bays that are open on one -end. It is suggested that the open end of the recycling bays be closed -off in order to reduce the possibility of windblown material. 17. The facility is permitted to operate a Small Type I Compost Facility (for the collection of yard trash). However, the facility operates a Land Clearing and Inert Debris (LCID) landfill, as stated in its June 19, 2008 PTO. Ms. Cranfill stated that she will request (via SWS - Permitting) that the permit be updated to reflect the LCID landfill. 18. The facility is reminded to cover all LCID material, including slopes, on a monthly basis.
