You are hereby advised that, pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day maybe assessed for each violation of
the Solid Waste Statute or Regulations. For the violation(s) noted here, you may be subject to enforcement actions including penalties, injunction
from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve
compliance with the North Carolina Solid Waste Management Act and Rules.

AREAS OF CONCERN AND COMMENTS:
On November 6, 2009, John Patrone met with Cheri Cranfill and conducted a post closure audit of the Yadkin County
Closed Construction & Demolition Landfill located at Landfill Road in Yadkinville, Yadkin County.
1. The C&D landfill ceased accepting waste on February 28, 2004.
2. The landfill has a soil cap and is adequately covered with native grasses.
3. Groundwater monitoring records were verified. Semi-annual groundwater monitoring was conducted on February
25, 2009 and was last conducted in August 2009.
4. Water monitoring wells are secured with a lock, labeled, and contain a cement pad.
5. There was no indication of runoff or erosion.
6. Ms. Cranfill stated that the County is in the process of obtaining the material necessary to submit to the SWS in
order to have the facility properly closed -out. An email dated November 6, 2009 from Municipal Engineering
Services Company, Inc. states that they are in the process of certifying the depth of the landfill cap. Please ensure
that the C&D landfill closure information is submitted to the SWS in a timely manner. The C&D landfill has not
operated in over five years and must be properly closed -out as soon as possible.
